Existing Conditions <br />3.1 Surface and Street <br />This is primarily an industrial/commercial area with a residential neighborhood west <br />of Fenway B lvd composed of townhomes. All streets within the project are paved <br />with bituminous pavement and include concrete curb and gutter on both sides of the <br />street. 140 th Street is 43 –44 feet wide (face -to-face ) and has a right -of-way of 83 <br />feet. Fenway B lvd N is 43 –44 feet wide (face -to-face ) and has a right -of-way of 60 <br />feet, 66 feet , and 80 feet at different locations. Fenway B lvd Circle N is 30 feet wide <br />(face -to-f ace ) and has a right -of-way of 60 feet. 130 th Street is 38 feet wide (face -to- <br />face) and has a right -of-way of 66 feet from Fenway to Forest B lvd (TH 61). From <br />Europa Trail to Fenway, it is 24 feet wide (face -to-face ) and has a right -of-way of 50 <br />feet. Farnham is 39 feet wide (face -to-face ) and has a right -of-way of 60 feet. 140th <br />Street and 130 th Street both widen out as they approach TH 61 to accommodate <br />east -bound left and right turn lanes. <br />The speed limit on all streets is 30 MPH. <br />The condition of the existing pavement , curb, and gutter varies across different <br />streets and areas within each street. The section of 130 th Street from Fenway to the <br />TH 61 turn lanes has pavement that is in the most need of repair. Additionally, <br />Farnham Avenue and the segment of 130 th Street from Europa to Fenway have curb <br />and gutter that are in poorer condition compared to other locations. <br />The existing pavement and aggregate depths vary throughout the project area, <br />ranging from 4.25 inches to 7 inches. This data was obtained using coring <br />investigation data obtained in early 2025. The cores are shown in Appendix C . <br />There is an existing 4 to 5 -foot -wide concrete sidewalk along the south side of 140 th <br />Street N and a 9 -foot -wide bituminous trail along the west side of Fenway B lvd N. <br />Cores of the existing trail were taken (also included in Appendix C ), which show an <br />average pavement depth of 2 inches and average aggregate base depth of 6.5 <br />inches. There are no sidewalks or bituminous trails on any of the other street <br />segments within the project limits. <br />130 th Street and Farnham are marked for no parking on both sides throughout the <br />project limits. The other streets do not have parking restrictions posted. <br />3.2 Utility <br />The City of Hugo owns, operates , and maintains sanitary sewer, watermain, and <br />storm sewer within the project area. <br />3.2.1 Sanitary Sewer <br />The Bald Eagle Industrial Park area features sanitary sewer systems installed within <br />the streets and along an existing 35 -foot easement east of the Fenway B lvd right -of- <br />way. The sanitary system was installed in phases and with different developments <br />from 1970 to 2012. <br />An 8 -inch through 18 -inch polyvinyl chloride (PVC) sanitary sewer exists within the <br />areas of 140 th Street, 130 th Street , and Farnham Avenue. There is a 42 -inch <br />Metropolitan Council Environmental Services (MCES) reinforced concrete pipe (RCP) <br />sanitary sewer within the Fenway B lvd right -of-way from 130 th Street to 13525 <br />Fenway B lvd , and along a 35 -foot easement west of Fenway to 140 th Street.
