<br /> <br />Feasibility Report <br />2026 Bald Eagle Industrial Park Area Street Improvement Project <br />S.A.P. 224-101-003, 224-108-003, 224-110-003 <br />City of Hugo <br />WSB Project No. 028436-000 Page 10 <br />A permanent easement is required for the trail crossing over the rail line near TH 61. <br />The current concrete ramp located at the northwest corner of the intersection is <br />partially within the existing right -of-way (ROW) easemen t over the railroad ROW and <br />partially outside of it. Therefore, establishing a new trail crossing will necessitate <br />vacating the existing ROW easement and creating a larger easement that includes <br />both the concrete ramp and the new trail As of this report, an agreement between the <br />City and BNSF Railway for this work has been reached but not fully executed. <br />4.5 Temporary Traffic Control <br />To ensure ongoing access for businesses in the area, WSB and city staff have <br />proposed keeping at least one lane of traffic open at all times. This will be achieved <br />by creating a one -way loop that moves clockwise along 130 th Street, Fenway B lvd , <br />140 th Street, and TH 61. Temporary traffic control measures will be further assessed <br />during the final design phase . <br />4.6 Permits / Approvals <br />An NPDES permit for construction activity will be required since more than one (1) <br />acre will be disturbed by construction activities with the project. <br />MnDOT Right -of-Way permits will be required for the work at TH 61 at 130 th Street <br />and 140 th Street. <br />The BNSF Railway will need to provide approval of the plans for the 130 th Street <br />crossing of the roadway and the new trail crossing. <br /> <br />Easement Estimated Costs <br />Assessable?
