<br /> <br />Feasibility Report <br />2026 Bald Eagle Industrial Park Area Street Improvement Project <br />S.A.P. 224-101-003, 224-108-003, 224-110-003 <br />City of Hugo <br />WSB Project No. 028436-000 Page 9 <br />4.2.3 Storm Sewer <br />For all project areas, the storm sewer manhole castings will be adjusted to match <br />the new finish grade of the pavement. Curb inlets that show signs of leaks or other <br />deterioration will be repaired. Additionally, some inlets have old castings that do not <br />meet the City’s current standards. These will be removed and replaced with castings <br />that comply with the City’s standards, improving drainage along the roadways. <br />On 130 th Street, a partial reconstruction of the storm sewer is proposed to improve <br />the layout of the pipes and structures. This will enhance roadway drainage and <br />facilitate easier maintenance for public works staff. <br />It is important to note that stormwater management facilities will not be installed as <br />part of this project. Streets and trails that have been reclaimed, milled, and overlaid <br />and are surrounded by at least 5 feet of grass or other vegetation are exempt from <br />watershed stormwater requirements . <br />4.2.4 Private Utilities <br />The existing overhead utility poles on 130 th Street are located 5 to 8 feet behind the <br />back of the curb. To accommodate the proposed trail design, most of these poles will <br />need to be relocated. There is an existing 20 -foot drainage and utility easement <br />north of the right -of-way along this route, so the relocated poles will still be within <br />the right -of-way or an existing utility easement. <br />4.3 Railroad Crossings <br />There are existing Burlington Northern and Santa Fe Railway (BNSF) railroad <br />crossings at 130 th Street and 140 th Street near TH 61. The railroad currently ends at <br />the north edge of 14 0 th Street, as the section north of 140 th was removed years ago <br />before the construction of the Hardwood Creek Regional Trail. Since this crossing is <br />no longer in use, BNSF has agreed to remove the rail lines through 140 th Street, <br />allowing the City to replace the pavement and sidewalk in that area. <br />The rail crossing at 1 30th Street is still in service and will not be removed. However, <br />the new bituminous trail on the north side of 130 th Street will need a new concrete <br />rail crossing. This will require coordination and approval from BNSF regarding the <br />design and construction of the new trail/rail crossing. WSB has developed a <br />preliminary design for the rail crossing, and BNSF has provided preliminary approval <br />of this design. An exhibit illustrating the preliminary crossing is included in <br />Appendix A . <br />4.4 Right -of-Way and Easements <br />To construct the proposed trail on 130 th Street, it is proposed to keep it within <br />existing ROW or trail easements to the extent possible from the BNSF Railway to <br />Fenway B lvd . However, there are several properties where a trail easement is <br />necessary for the construction of the new trail on 130 th Street. Therefore, it is <br />proposed to acquire 5 -foot trail easements at 5100, 5118, 5198 and 5212 130 th <br />Street N. An estimate of easement costs is included in the table below.
