The applicant will need to combine the two parcels <br />into one parcel prior to construction. <br /> <br /> <br /> <br /> <br />4. LEVEL OF CITY DISCRETION IN DECISION-MAKING: <br /> <br />The City’s discretion in approving or denying a site plan is limited to whether or not the proposed <br />project complies with the Comprehensive Plan and Zoning Ordinance requirements. If it meets <br />these standards, the City must then approve the site plan. <br /> <br />5. CONTEXT: <br /> <br />A. Surrounding Land Use and Zoning <br /> <br />The property is currently zoned General Business (C-2) and guided for Commercial (COM) in the <br />2040 Land Use Plan. The surrounding properties the north and south are also zoned and guided <br />for commercial use, with the property to the north being occupied by an automotive repair shop. <br />The property to the west, across the highway of Forest Boulevard, is zoned and guided for <br />industrial use, and is currently an outlot in the Bald Eagle Industrial Park. The property to the east <br />is zoned and guided for medium density residential development, and is occupied by a single <br />family home. <br /> <br />B. Natural Characteristics of Site <br /> <br />There are two parcels, totaling 2.12 acres. The property has some gently rolling terrain but is <br />overall flat, and there are existing woods throughout much of the site. There are no known wetlands <br />on site. <br /> <br />6. SITE PLAN APPROVAL REQUIREMENTS <br /> <br />Building Setbacks <br /> <br />Sec. 90-104(e) outlines minimum requirements for the C-2 zoning district, and requires that <br />buildings have a minimum setback of 30 feet from the front, side, and rear yard property lines. <br />The proposed building meets these setback requirements. <br /> <br />Building Height <br /> <br />Sec. 90-104(e) requires a maximum building height of 35 feet int eh C-2 zoning district. The <br />proposed building has a height of approximately 19 feet, satisfying this requirement. <br /> <br /> <br /> <br />
