The Dance Unit Site Plan <br />Page 3 <br /> <br /> <br /> 3 <br />Building and Impervious Surface Coverage <br /> <br />The C-2 zoning district allows for up to 35% of the lot area to be covered by buildings and 80 % <br />of the lot area to be covered by impervious surface. The site plan proposes approximately 10% <br />building coverage and 43% impervious surface coverage, satisfying these requirements. <br /> <br />Parking <br /> <br />Sec. 90-235 outlines minimum required parking for specific uses. Based on the requirement for <br />retail sales and service business to provide one parking space per 250 square feet of gross floor <br />area, the 9,088 square foot building requires 37 parking spaces. The applicant is proposing to <br />construct 59 parking spaces, satisfying this requirement. The applicant provided an estimate on <br />the amount of vehicles parking on site at particular times of the day, and staff is comfortable with <br />the provided parking accommodating the estimated parking demand. <br /> <br />Landscaping <br /> <br />Section 90-181 of the Zoning Ordinance provides landscaping requirements for developments. <br />The site plan includes tree and shrub locations and species. <br /> <br />Based on the perimeter of the site, the landscape ordinance requires 13 overstory deciduous <br />shade trees, 7 coniferous trees, 7 ornamental trees, and 43 shrubs. The applicant is proposing 13 <br />deciduous trees, 6 coniferous trees, 6 ornamental trees, and 87 shrubs including perennials and <br />topiary. While this does not meet the planting requirements for coniferous and ornamental trees, <br />the number of shrubs greatly exceeds the ordinance requirement. The ordinance allows for <br />substitutions to be made for minimum landscape requirements, including an equivalent of up to <br />50% of required ornamental trees may be substituted with at least 20 shrubs per tree. The <br />landscape plan has enough shrubs to substitute two ornamental trees. Staff will continue to work <br />with the applicant on a landscape plan that meets all ordinance requirements. <br /> <br />The site is planned to be seeded with a combination of turf grasses and native prairie grasses. <br />The areas planted with prairie grasses are required to be managed and maintained. The applicant <br />has not provided a vegetation management plan at this time. Staff will continue to work with the <br />applicant on a plan that will establish how these planting will be maintained. <br /> <br />Lighting <br /> <br />The ordinance requires lighting to consist of cut-off fixtures. Light cast on adjacent property and <br />roads is not to exceed ½ foot candle measured at the property line or 1 foot candle measured at the <br />street’s centerline. The applicant’s photometric plan meets these requirements. The applicant has <br />also provided cut sheets of proposed lighting fixtures, demonstrating that they will be shielded and <br />downcast to contain exterior lighting to the property. <br /> <br /> <br /> <br />
