The Dance Unit Site Plan <br />Page 4 <br /> <br /> <br /> 4 <br />Fencing/Screening <br /> <br />The applicant is not proposing any fencing at this time. If fencing is proposed in the future, the <br />location and type shall be reviewed and approved by staff. <br /> <br />The applicant is proposing roof-mounted mechanical equipment, and shall demonstrate that the <br />parapet height is sufficient to adequately screen the equipment from view. There is also a trash <br />enclosure proposed at the rear of the building. The applicant shall provide an elevation of the <br />trash enclosure and demonstrate that waste containers are adequately screened from view with <br />materials compatible with the architecture of the building. <br /> <br />Building Architecture <br /> <br />In 2011, the City Council adopted the Commercial and Industrial Design Guidelines, and the <br />applicant has provided building elevations, building renderings, and a material sample board for <br />review. <br /> <br />The intent of the Commercial and Industrial Design Guidelines is to improve the overall quality <br />of development, encourage unified development, and ensure compatibility of development with <br />surrounding land uses. The guidelines require four-sided design, building materials that are <br />attractive, durable, and high-quality, and compatible colors that tie building elements together. <br /> <br />The layout of the building is a four sided rectangle with a bump-out in the front of the building <br />making up the entryway. The majority of the building is proposed to be constructed with painted <br />stucco, with block and metal panels providing accents. The stucco will mostly be tan with a <br />darker shade making up vertical column elements to break up the façade. The block is dark gray <br />in color and comprises the bottom areas of the front façade of the building, and wraps around the <br />front corners of the building. <br /> <br />The metal panels come in a few different colors and provide accents in several areas of the <br />building. A silver metal panel will be placed on vertical elements of the entryway and a <br />horizontal element along the walls near the top. A dark metal band forms horizontal elements <br />across the top of the windows and across the perimeter of the parapet, creating a defined building <br />cap. An iridescent metal panel that changes color at different angles is proposed above the <br />entryway and above the front windows. <br /> <br />The applicant has not provided an elevation of the trash enclosure that is proposed at the rear of <br />the building. The applicant shall demonstrate that the trash enclosure will effectively screen <br />waste containers from the view of adjacent properties with building materials that are <br />architecturally compatible with the building. This is a condition of approval in the resolution. <br /> <br />It is in staff’s opinion that the applicant has made an effort towards meeting the intent of the <br />Commercial and Industrial Design Guidelines, but some revisions should still be made to bring <br />the plan into compliance. The elevations, renderings, and material sample board the applicant has <br />provided are not consistent with each other, making it more difficult to have a clear <br />understanding of how the building will actually look. Staff has requested that the applicant
