The applicant will need to apply for an MPCA NPDES permit due to the size of area <br />disturbed. The City will need to receive a copy of this permit in advance of any work <br />taking place. <br /> <br />Stormwater Management <br /> <br />2. Applicant is proposing to meet water quality requirements through a proposed stormwater <br />pond onsite, however per RCWD Rule C.6.d.2 if infiltration is feasible onsite, onsite <br />volume control through either infiltration or water reuse must be used to provide the <br />required water quality volume. If it not feasible for infiltration to provide all of the required <br />water quality volume and alternative BMPs are proposed to provide water quality volume, <br />it must be documented why that is the case. <br />3. Rate control and freeboard requirements are shown to be met with the current design but <br />should be confirmed once comments on water quality and modeling ha ve been <br />addressed. <br />4. Drainage and utility easement should be shown over the proposed stormwater <br />management basin HWL and access pathways to the basin. <br />5. A maintenance agreement will be required for the stormwater management facilities. <br />6. Water reuse on this site is not intended, nor practical given the site characteristics. <br />7. Detailed redline comments have been provided to the applicants engineer related to the <br />stormwater plan and modeling. <br />8. The applicant will need to apply for a MnDOT drainage permit to ensure that current <br />drainage rates to MnDOT right-of-way will not increase. The city will need to receive a <br />copy of this permit in advance of any work taking place.
