Kwik Trip – 159th Street <br />Page 11 <br />Site Plan <br /> <br />The site plan is for the gas station and convenience store with an attached one-bay carwash. <br /> <br />The access to the site is proposed from 159th Street. <br /> <br />Building Setbacks <br /> <br />The C-2 zoning district requires a 30-foot front, side, and rear yard setbacks. The site plan <br />complies with the setback requirements. <br /> <br />Building Height <br /> <br />The C-2 zoning district has a maximum building height of 35 feet. The applicant is proposing the <br />height of the convenience store to be 24 feet, the carwash to be 14 feet, and the fuel canopy to be <br />15.5 feet. These meet the building height requirements. <br /> <br />Building Coverage and Lot Coverage <br /> <br />The C-2 zoning district limits maximum lot area to be covered by a building to 35% and maximum <br />lot area to be covered by impervious surface to 85%. The applicant is proposing a building <br />coverage of 15% and a total impervious surface area coverage of 70%. The site plan complies with <br />the coverage requirements. <br /> <br />Streets and Access <br /> <br />There are two access points located on 159th Street. The easterly access point is a full access with <br />the driveway leading toward the fuel pumps and front entrance of the convenience store. The <br />westerly access point is a right-in, right-out only access located behind the median of 159th Street. <br />This second access location was recommended by staff to reduce the congestion of traffic <br />attempting to turn left into the site with two full accesses close to each other. These access points <br />are in sufficient locations. <br />The westerly access point is intended to only allow for vehicles exiting the property to turn right <br />onto 159th Street. The geometrics of the access point currently allow for a vehicle to turn into the <br />site at this access point. The applicant will be required to update the plans to only allow for right <br />turns out of this access point, and staff will continue to work with the applicant and review the <br />geometrics of the proposed access. <br /> <br /> MnDOT has reviewed the access configuration and is comfortable with the additional traffic that <br />will be utilizing the roundabout at Highway 61. <br />A cross-access easement for future commercial development on Parcel 1 will need to be dedicated. <br /> <br />Parking <br /> <br />According to the Section 90-253 PARKING of the City Code, based on the use and the size of the <br />building the total number of parking spaces required is 45. The applicant is proposing 58 parking <br />spaces on the east, south, and west side of the convenience store building, which satisfies the
