<br />: <br /> Page 5 <br /> <br />ARTICLE 1 INTRODUCTION <br /> <br />Section 1.01 Purpose and Intent <br /> <br />It is the purpose of this policy to establish a uniform and equitable system of personnel <br />administration for employees of the City of Hugo. The provisions of this policy serve as a guide <br />for administrative action and do not establish terms of employment, nor shall they be construed <br />as contractual provisions. <br /> <br />Nothing within this manual shall be perceived as a promise of future employment. Unless <br />otherwise stated in writing, employment with the City of Hugo is at-will, which means it may be <br />terminated at any time, for any lawful reason, by either the City of Hugo or the employee. These <br />policies may be amended at any time, with or without notice, at the sole discretion of the City. <br />As the City is able to amend these provisions, they should be perceived as guidelines, rather than <br />as binding contractual terms. <br /> <br />The terms and conditions of the policies and procedures set forth in this manual do not <br />constitute, nor are they intended to imply a contract of employment or a contract of any kind. <br />They do not grant any property or liberty interest to any employee. <br /> <br />Section 1.02 Scope <br /> <br />These policies apply to all employees of the City including paid-on-call firefighters. Except <br />where specifically noted, these policies do not apply to: <br /> <br />• Elected officials <br />• City attorney <br />• Members of City boards, commissions, and committees <br />• Consultants and contractors <br />• Volunteer Personnel <br /> <br />Nothing in these policies is intended to modify or supersede any applicable provision of state or <br />federal law. <br /> <br />Where the City has entered into a written employment agreement with an employee, the terms <br />of said agreement will supersede the conditions of this policy for the employee concerned, <br />wherein the terms are found to be in conflict. <br /> <br />Section 1.03 EEO Policy Statement <br /> <br />The City of Hugo is committed to providing equal opportunity in all areas of employment, <br />including but not limited to recruitment, hiring, demotion, promotion, transfer, selection, lay-off,
