<br />BACKGROUND MEMO FOR THE CITY COUNCIL MEETING ON DECEMBER 15, 2025 <br /> <br />D.1 December 1, 2025, City Council Meeting <br />D.2 December 3, 2025, Santa Party <br />D.3 December 4, 2025, Holiday Party <br /> <br />Staff recommends Council approve the above minutes as presented. <br /> <br />F.1 Swearing In and Badge Pinning of Bob Bieniek as Lieutenant <br /> <br />Bob Bieniek has been with the Hugo Fire Department since December of 2008 and has served as <br />a Lieutenant from September 2011-2014 and Captain from 2014-2021. At its October 6, 2025, <br />meeting the Council approved the promotion of Bob Bieniek to Lieutenant with a start date of <br />October 1, 2025. Staff recommends Council perform the formal swearing-in ceremony including <br />a badge pinning by a person of his choice. <br /> <br />G. 1 Approval of Claims <br /> <br />Staff recommends Council approve the Claims Roster as presented. <br /> <br />G.2 Approve Reappointment of Parks Commissioners Cathy Moore-Arcand and Andrew <br />Reding <br /> <br />Cathy Moore-Arcand and Andrew Reding have terms on the Parks Commission that expire on <br />December 31, 2025. Both are interested in being reappointed for another three-year term. Staff <br />recommends Council approve the reappointment of Park Commissioners Cathy and Andrew for <br />three-year terms to expire on December 31, 2028. <br /> <br />G.3 Approve Retirement of Parks Commissioner Ranell Tennyson and Declare Vacancy <br /> <br />After serving over eleven years on the Parks Commission, Ranell Tennyson has declined <br />reappointment. Staff recommends Council approve her retirement and declare a vacancy on the <br />Parks Commission. <br /> <br />G.4 Approve Reappointment of Planning Commissioners Bronwen Kleissler and Cindy <br />Petty on the Planning Commission <br /> <br />Bronwen Kleissler and Cindy Petty have terms on the Planning Commission that expire on <br />December 31, 2025. Both are interested in being reappointed for another three-year term. Staff <br />recommends Council approve the reappointment of Planning Commissioners Bronwen Kleissler <br />and Cindy Petty for four-year terms to expire on December 31, 2029. <br /> <br />G.5 Approve Reappointment of Historical Commissioners Brad LeTourneau, Cynthia <br />Schoonover, and Gloria Brisson Gebhard <br /> <br />Brad LeTourneau, Cynthia Schoonover, and Gloria Brisson Gebhard, have terms on the <br />Historical Commission that expire on December 31, 2025. All three are interested in being <br />reappointed for another three-year term. Staff recommends Council approve the reappointment <br />of Historical Commissioners Brad, Cynthia, and Gloria for three-year terms to expire on <br />December 31, 2028.
