<br />: <br /> Page 15 <br />City employees have the right to express their views and to pursue legitimate involvement in the <br />political system outside of work time. Any employee who becomes a candidate for federal, state <br />or municipal elective office, or assumes a federal, state, or municipal elective office, is expected <br />to properly fulfill their normal duties during such candidacy and while holding such office and <br />may be disciplined for failure to do so. An employee holding such office will be permitted time <br />off from regular employment to attend meetings required by reason of the public office. Such <br />time off may be without pay, by using appropriate paid leave, or made up with other hours, as <br />agreed between the employee and the department director. <br /> <br />Any employee whose principal employment in the City is in connection with an activity which is <br />funded in whole or in part by the United States or a federal agency is also subject to the <br />restrictions and penalties of the Federal Hatch Act (5 U.S.C. § 1501-1508). Political activity should <br />not impair objectivity or the perception of objectivity in carrying out City work. <br /> <br />City employees cannot use their official authority or influence through their employment with <br />the City to compel a person to apply for membership in or become a member of a political <br />organization, or to compel a person to pay or promise to pay a political contribution, or to compel <br />a person to take part in political activity. While at work, City employees must be politically neutral <br />in the performance of their job duties and cannot engage in political activity while at work, on <br />City property, or by using City resources (such as City branded clothing or uniforms, photos, ID <br />badges, nametags, or using the City’s email system or technology). Furthermore, employees <br />should not use their City job title in conjunction with any political work or endorsements. <br /> <br />Section 2.09 Falsification of Records <br /> <br />Any employee who makes false statements or commits, or attempts to commit fraud in an effort <br />to prevent the impartial application of these policies, will be subject to immediate disciplinary <br />action up to and including termination and potential criminal prosecution. <br /> <br />Section 2.10 Smoking and Vaping <br /> <br />The City of Hugo observes and supports the Minnesota Clean Indoor Air Act. All City buildings and <br />vehicles, in their entirety, shall be designated as smoke free. Smoking is defined as inhaling, <br />exhaling, burning, or carrying any lighted or heated cigar, cigarette, pipe, or any other lighted or <br />heated product containing, made, or derived from nicotine, tobacco, marijuana, or any other <br />plant intended for inhalation. For purposes of this policy, vaping or the use of electronic delivery <br />devices that aerosolize, vaporize, or otherwise simulate smoking is also prohibited.
