<br />: <br /> Page 16 <br />Every appointment to a municipal service shall be made by the Council on the basis of merit and <br />fitness for the position, with the exception of on-call firefighters. On-call firefighters shall be <br />appointed by the City Council based on required testing results and recommendations from the <br />Fire Chief. Such merit and fitness shall be ascertained by written, oral, or other examinations <br />designed to evaluate the ability of a candidate to discharge the positions for which they are being <br />considered. Investigations of background, character, education, experience or physical fitness <br />may also be required to determine qualifications for the position. <br /> <br />Section 3.02 Features of the Recruitment System <br /> <br />The City Administrator or designee will determine if a vacancy will be filled through an open <br />recruitment or by promotion, transfer, or some other method. This determination will be made <br />on a case-by-case basis. The majority of position vacancies will be filled through an open <br />recruitment process. <br /> <br />Application for employment will generally be made online or by application forms provided by <br />the City. Other materials in lieu of a formal application may be accepted in certain recruitment <br />situations as determined by the City Administrator or designee. Supplemental questionnaires <br />may be required in certain situations. All candidates must complete and submit the required <br />application materials by the posted deadline, in order to be considered for the position. The <br />deadline for application may be extended by the City Administrator. Unsolicited applications will <br />be kept on file for one year. <br /> <br />Position vacancies may be filled on an “acting” basis as needed. The City Council will approve all <br />acting appointments. Pay rate adjustments, if any, will be determined by the City Council. <br /> <br />Section 3.03 Basic Requirements and Selection <br /> <br />The basic recruitment and selection policies of the City are to take whatever measures necessary to <br />seek out and to encourage properly qualified individuals to apply for positions of City service and to <br />provide assurance that the best qualified applicants are properly inducted into municipal service. <br />Competition for positions shall be open to all applicants who meet the qualifications established for <br />the class of position for which application is made. No person shall in any way be favored or <br />discriminated against because of race, color, creed, age, marital status, sex, political opinion or <br />affiliation, disability, sexual orientation, or welfare assistance status. <br /> <br />a. Each employee, as a condition of employment, will be required to participate in drug <br />testing as outlined in Section 3.06. <br />b. Prior to hiring any person for a position that requires the operation of a motor vehicle, or <br />transfer of an employee to a position that requires the operation of a motor vehicle, <br />Department Heads shall have the Washington County Sheriff’s Office (WCSO) conduct a <br />check on the applicant’s driving record.
