<br />: <br /> Page 21 <br />The City will maintain job descriptions for each regular position. New positions will be developed <br />as needed but must be approved by the City Council prior to the position being filled. <br /> <br />A job description is prepared for each position within the City. Each job description will include <br />position title, department, supervisor’s title, FLSA status (exempt or non-exempt), job overview, <br />essential functions of the position, minimum requirements, desirable education and experience, <br />working conditions, and supervisory responsibilities (if any). <br /> <br />Prior to posting a vacant position the existing job description is reviewed by the City <br />Administrator or designee and the hiring supervisor to ensure the job description is an accurate <br />reflection of the position and the stated job qualifications do not present artificial barriers to <br />employment. <br /> <br />A current job description is provided to each new employee. Supervisors are responsible for <br />revising job descriptions as necessary to ensure the position’s duties and responsibilities are <br />accurately reflected. All revisions are reviewed and must be approved by the City Administrator. <br /> <br />Section 4.02 Assigning and Scheduling Work <br /> <br />Assignment of work duties and scheduling work is the responsibility of the supervisor subject to <br />the approval of the City Administrator. <br /> <br />Assignment of job titles, establishment of minimum qualifications, and the maintenance of job <br />descriptions and related records is the responsibility of the City Administrator. <br /> <br />Section 4.03 Layoff <br /> <br />In the event it becomes necessary to reduce personnel, temporary employees and those serving <br />a probationary period in affected job classes will be terminated from employment with the City <br />before other employees in those job classes. Within these groups, the selection of employees to <br />be retained will be based on merit and ability as determined by the City Administrator, subject <br />to approval of the City Council. When all other considerations are equal, the principle of seniority <br />will apply in layoffs and recall from layoffs. <br /> <br />ARTICLE 5 HOURS OF WORK <br /> <br />Section 5.01 Work Hours <br /> <br />The appropriate Department Head, with the approval of the City Administrator, shall establish <br />work schedules for personnel. At the sole discretion of the Public Works Director, the regular <br />Monday-Friday working days for some or all the public works staff may be altered during or <br />around the period of April 1 through September 30, so that the work week consists of four (4) <br />10-hour days rather than five 8-hour days worked Monday through Friday. <br />
