<br />: <br /> Page 27 <br />• motivate and develop employees to their fullest potential. <br />• clarify roles and mutual expectations of Department Heads and employees. <br />• ensure open and ongoing communication between employees at all levels, including <br />feedback from subordinates to Department Heads. <br /> <br />Performance appraisal forms will be maintained in the employee's personnel file. <br /> <br />An employee's immediate Department Head or immediate supervisor will conduct a performance <br />appraisal on an annual basis or more frequently if prescribed by the City Administrator or the <br />employee's Department Head. The performance appraisal will be used for identifying problem areas <br />in an employee's performance, identifying the need for further training and development, and as a <br />factor in granting performance pay increases and promotions. The performance appraisal will be in <br />writing. Signing of the performance review document by the employee acknowledges the review <br />has been discussed with the supervisor and does not necessarily constitute agreement. Failure <br />to sign the document by the employee will not delay processing. Copies of the performance <br />appraisal will be available to the employee upon request. <br /> <br />In addition to annual performance evaluations, employees will be evaluated at any time the <br />employee's Department Head or City Administrator believes it is in the best interest of the employee <br />and/or the City to conduct an evaluation. <br /> <br />ARTICLE 8 EMPLOYEE EDUCATION and TRAINING <br /> <br />The City promotes staff development as an essential, ongoing function needed to maintain and <br />improve cost effective quality service to residents. The purposes for staff development are to <br />ensure employees develop and maintain the knowledge and skills necessary for effective job <br />performance and to provide employees with an opportunity for job enrichment and mobility. <br />All training expenditures are to follow the Public Purpose Expenditure Guidelines (Appendix B). <br /> <br />a. With Department Head approval, the City may provide in-service training time, and <br />reimbursement for expenses, to employees taking short courses of instruction required <br />for their work positions. These include instruction to maintain job required certificates <br />and licenses, gain skills necessary for their work, and enhance productivity. <br />b. The City Council may authorize reimbursement up to the full (100%) cost of tuition for <br />non-graduate degree producing classes taken on the employee’s own time, including <br />GED, CLEP and DANTES testing. To be eligible for reimbursement, approval for the course <br />must be obtained in advance and the employee must satisfactorily complete the class <br />with a grade of “C” (or its equivalent) or higher. This program will generally be limited to <br />non-graduate degree programs related to the employee’s work with the City. <br />c. As a condition of this program, the employee must agree to pay back 100% of the amount <br />reimbursed for the 12-month period preceding the employee’s termination date if the <br />employee voluntarily resigns with the City.
