APPENDIX B <br />Public Purpose Expenditure Policy <br />Laws and statutes of the State of Minnesota require the expenditures of public funds be used <br />for public purposes. As a way of providing guidance and assistance to City officials, <br />employees, and representatives who must determine what an appropriate “public purpose” <br />includes, the Hugo City Council has adopted public purpose expenditure guidelines. Based on <br />these guidelines, the City Administrator, elected officials, and appointed department heads are <br />authorized by the Hugo City Council to establish administrative policies and procedures <br />consistent with, and in the spirit of, the public purpose expenditure guidelines set forth. The <br />guidelines for public purpose expenditures include, but are not limited to, the following: <br /> <br />Public Purpose Guidelines: <br />1. Training and development programs for City of Hugo employees serve a public purpose <br />when said programs are directly related to the performance of the employee’s job- <br />related duties and are directly related to the programs/services for which the City is <br />responsible for providing to its citizens. <br /> <br />2. Payment of employee work related expenses as outlined by the City of Hugo Personnel <br />Policy. <br /> <br />3. Appropriated health and safety programs for City of Hugo employees that constitute a <br />public purpose by providing for a healthier, safer, and more productive workforce and <br />community. Such programs may also meet the public purpose criteria by minimizing <br />costs to the City and the taxpayer by reducing potential costs of disability benefits <br />claims, insurance premiums, and employee absences. <br /> <br />4. Expenditures on appropriate employee recognition and volunteer recognition <br />programs that serve a public purpose by recognizing significant contribution and <br />commitment. The public purpose is served in this regard by increasing employee <br />morale and productivity, consequently helping create a more efficient and effective <br />public institution. <br /> <br />5. Expenditures on food and refreshments associated with official City of Hugo functions <br />are deemed an appropriate public purpose when those expenditures are necessary to <br />ensure meaningful participation by the participants. <br /> <br />6. Public expenditures for community and citizen outreach and similar activities are to be <br />considered a public purpose when said expenditures are used to ensure efficient and <br />effective operation of City programs and services, promote the availability and use of <br />City resources, and promote coordinated, cooperative planning activities among and <br />between the City, citizens, and businesses.
