SPECIAL MEETING - PROPOSED ZONING ORDINANCE <br /> FEBRUARY 28, 1974 <br /> The meeting was called to order at 8:05 P.M. by Chairman Larry <br /> Ehret. Planning Commission members present: Peloquin, Rosenquist, <br /> Ehret, Johnson, Spitzer, Norden and Leroux. City Council members: <br /> Craver, Leroux, Martin, LaValle and Lease. Also present were City <br /> Attorney Johnson and City Planner,-Dale. <br /> Carl Dale presented his proposals for the zoning map to the City <br /> Council and Planning Commission. <br /> Mr. Dale corrected his statements made in items 1 and 2 of his <br /> memo dated February 25, 1974. He did not realize the City Council <br /> had not adopted the Comprehensive Municipal Plan. Mr. Dale suggested <br /> that the City Council adopt the Comprehensive Municipal Plan as soon <br /> as possible and that it was a very simple procedure. He also stated <br /> that what ever size the Planning Commission suggested for the minimum <br /> lot size as long as it was above 2-* acres it does not change the <br /> Comprehensive Municipal Plan.and does not have to go back to the <br /> Metro Council. <br /> Mr. Dale suggested within the sewer district we stay with 5 acres <br /> for legal reasons. <br /> - Its the common minimum lot size used today. <br /> - Anything over 5 acres does not need approval under <br /> subdivision. <br /> Spitzer corrected Mr. Dale and said it is 5 acres and over that <br /> does not come under subdivision unless a road is involved. <br /> Mr. Dale said we had until July of this year to come up with a <br /> lake shore ruling before the B&R comes out with their own regula- <br /> tions governing lake shore. <br /> Mr. Dale suggested 20 acre minimum for conservancy and said that <br /> it orwould be up to the property owners to prove that their property <br /> should not be in the conservancy. He said the conservancy maps are <br /> not that accurate and suggested every three years we take a very <br /> comprehensive review of the plan to amend the conservancy district. <br /> Mr. Dale said there was no 5 year program so he expanded it to <br /> include it in the 10 year program. <br /> The Metro Council' s recommendation to switch the southern and <br /> north districts to promote growth in the south does not effect <br /> the plan. <br /> Mr. Ehret read letter from Carl Dale and asked Attorney Johnson <br /> if he had any comments. He said he didn't but he said he checked <br /> his records and could not find a recommendation from the Planning <br /> Commission to the Ci.tp Oouncil to adopt the Comprehensive Plan. <br />
