PAC Minutes - 5/28/74 • <br /> Page 2 <br /> COMMERCIAL & INDUSTRIAL GROWTH - HIGHWAY 36 <br /> Bill Lundquist commented on the growth that has occurred along Highway 36 <br /> where no sewer is available. The need for a definite, long-range comprehensive <br /> plan which would discourage speculation and strip development was discussed. <br /> There was considerable concern over this problem and the PAC felt more study should <br /> take place before a recommendation for action could be made. <br /> FEED LOT PERMITS <br /> There is now legislation enabling counties to take over the issuance of feed lot <br /> permits. This was previously done by the Pollution Control Agency who will still <br /> retain authority to concur in local action. <br /> Bill Schwab introduced Martin Ziebell of the local U.S. Soil Conservation office <br /> who explained the present procedure. Mr Ziebell said he receives a referral from <br /> a township and assists the applicant in filling out a form with required information <br /> • - which includes soil condition, soil type, water table, general topography, and a <br /> • plan for animal wastes. ASCS policy is that none of their officers* act as polution <br /> control administrator -- they assist only. The form is forwarded to the State PCA <br /> for action. <br /> Lyle Doerr explained that a county official now accompanies an inspector from PCA <br /> when a complaint regarding pollution is checked out. He also said that the state <br /> issues permits without charge, but the County would probably charge a fee. <br /> The Planning AdvisoryCommission discussed the matter but no decision was reached <br /> g <br /> on their feeling as to whether the county or state .should issue feed lot permits. After <br /> further evaluation the item will be put on a future agenda for a recommendation to the Cty. Bd. <br /> OTHER BUSINESS <br /> Paul A Johnson, Washington County Surveyor, was introduced and he reported that <br /> there are two survey crews presently at work tieing-out known section corners. <br /> There was discussion regarding the possibility of the PAC recommending changes <br /> to present laws regarding burning of cellulous fibers. A representative from the <br /> State Pollution Control Agency will be invited to a future meeting so that more • <br /> information can be obtained. <br /> It was noted that the Washington County Board accepted the Bike Trail System and <br /> the county will apply for federal funding. <br /> ADJOURNMENT • <br /> The meeting adjourned at 11:15 p.m. . <br />
