MINUTES OF PROCEEDINGS OF THE HUGO PLANNING COMMISSION <br /> JUNE 26, 1974 <br /> Grundhoffer - McCullou:h - Public Hearin: <br /> The public hearing was opened at 7:40 P.M. by Chairman Ehret. <br /> Mr. Ehret read the public hearing notice published in the Forest <br /> Lake Times. <br /> A site plan and soil borings were submitted by the applicants. <br /> A discussion was held on the road easements for the proposed road <br /> on the site plan. <br /> Mr. Chapman - Goodview - Mr. Chapman felt that the property owners <br /> were not properly notified and that it wasn' t a Planning Commission <br /> function to discuss road easements when the request was for a Special <br /> Use Permit. <br /> The applicants were upset because they were not told to get signatures <br /> of adjoining property owners for the road easements. <br /> Public Hearing was closed at 8:15 P.M. <br /> Marvin Rehbein Construction - Public Hearin <br /> Mr. Ehret read the Public Hearing notice published in the Forest Lake <br /> Times and also a report submitted from the Planning Coordinator. <br /> Peloquin asked the City Attorney i,.f a letter of credit was faster <br /> to obtain than a bond. Mr. Johnson said yea and he suggested that <br /> they require a letter of credit and a bond for a backup. Peloquin <br /> felt the bond was to small for the maintenance of the haul routes. <br /> Mr. Chapman - Goodview - Mr. Chapman objected to more gravel pits in <br /> Hugo - Irish Avenue already has a lot of traffic - No limit of time <br /> for traffic to take place. Gravel pits are dangerous for children <br /> and gravel pits should be completely fenced. Mr. Chapman was told <br /> that time limits and fencing were covered by City Ordinances. <br /> Owner North Oaks Kennels - 15939 Ingersoll Ave - Mr. Wanderlio stated <br /> that he has had bad experience in the past with gravel trucks kicking <br /> gravel off the road and not putting it back and causing a lot of dust. <br /> Wanted to know if the roads would be oiled in front of the homes. <br /> He would like to see stipulations on the drive$ as to speed. Mr. <br /> Kuusisto said they do not want dust to be a problem and they will watch <br /> the contractor closely. Mr. Johnson suggested that they put the <br /> speed control as a condition. <br /> Mr. Chapman - Goodview - Mr. Chapman said there was no stipulation <br /> as to when the land has to be restored. He was told that it was <br /> stuplated as September 30, 1975. <br />
