-5- <br /> 4. Haul roads shall be those designated in the application which <br /> have been approved by the City Engineer and the Washington <br /> County Engineer. <br /> 5. Dust control on all city streets shall be by the use of oil, <br /> (crankcase oil) as directed by the City Engineer. Dust control <br /> on all roads under the jurisdiction of Washington County shall <br /> be by calcium chloride as directed by the Washington County <br /> Engineer. <br /> 6. The inspection fee shall be based on the amount of the material <br /> removed from the site. The charge shall be fixed at a rate of <br /> one cent per cubic yard of material removed. The amount of the <br /> fee shall be computed based on estimates submitted by the applicant <br /> and confirmed by the Washington County Engineer. X2,000.00 shall <br /> be paid immediately to the City of Hugo for prepayment for <br /> inspection fees and shall be finally settled at completion of the <br /> highway construction project. <br /> 7. The contractor shall provide a X40,000.00 bond and a $10,000.00 <br /> irrevocable letter of credit for the maintenance and/or recon- <br /> struction of the haul roads. <br /> 8. Recommendations of the Washington County Engineer, dated May 30 <br /> 1974, and those of the City of Hugo Engineer, dated June 11, 1974 <br /> shall be made a part of this permit. <br /> 9. Inspection to insure compliance with this permit will be done by <br /> the City of Hugo Engineer. He may request the assistance of the <br /> Washington County Engineer in providing such inspection. This <br /> permit shall expire on September 30, 1975. <br /> 10. Any violations of the terms or conditions of this permit shall be <br /> grounds for immediate termination in accordance with the City <br /> Ordinance. <br /> 11. Haul routes shall be periodically inspected by the City Engineer <br /> and maintained by the contractor in accordance with his recommen- <br /> dations. <br /> 12. A speed limit of a maximum of 45 miles per hour be maintained by <br /> contractor gravel trucks when operating on the haul roads on <br /> City streets. <br /> 13. Any additional limitations or specifications which shall be <br /> deemed necessary by the City Engineer and City Attorney. <br /> 14. The hours of mining operations at the Gregoire and Riopel opera- <br /> tions shall be extended to 5:00 A.M. to 11:00 P.M. <br /> Members for: PeloquiY, Ehret, Spitzer and Leroux.
