*1 ' <br /> PART II . <br /> SURVEY AND ANALYSIS <br /> General background information contributes to the thorough <br /> knowledge and understanding of the Community which is important <br /> in any attempt to plan for the future . An inventory and analysis <br /> of the past, existing , and potential future development trends <br /> is essential to the formulation of reasonable and logical <br /> community plans . The start of sound planning is a good knowledge <br /> of existing conditions and the forces which are affecting change <br /> and development in the Community. <br /> The scope of this planning report is limited to subject matter <br /> and detail necessary for the development of a general , long- <br /> range comprehensive plan for the Village . An attempt has been <br /> made to include material and detail sufficient to help answer <br /> the question , "What kind of community do we want?" . Every <br /> effort has been made to exclude that which would be of only <br /> limited value in helping to answer this question and developing <br /> a plan based upon the answer. <br /> Each person in Hugo has an investment in the future . This <br /> investment includes homes , property , and time and effort towards <br /> providing suitable living conditions . The current planning <br /> program is designed to help protect this investment and to guide <br /> future development along lines that will help assure a sound <br /> living environment. <br /> A. HISTORICAL BACKGROUND <br /> Hugo has a long history, going back to 1847 when the former <br /> Oneka Township was surveyed . Oneka Township was not <br /> officially organized until 1870. The first township <br /> officials were : <br /> Jeremiah Crysler - Chairman <br /> O . L. <br /> Kinyon - Supervisor <br /> B. F. Judkins - Sypervisor <br /> George Walker - Clerk & Treasurer <br /> George Kannady - Assessor <br /> The first true settlement developed around the Centerville <br /> railroad station in Section 20 and was incorporated as the <br /> Village of Hugo in 1906 . The population had grown from a <br /> small nucleus in 1906 to over 750 when it merged with <br /> Oneka Township in 1971 . (The old township correspondingly <br /> grew to a population of over 1900 persons at the time of <br /> the merger . ) <br /> 3 <br />
