The policies , which are very general, except for policy 4 4, are <br /> in conformance with the Metropolitan Development Guide. <br /> Policy # 4: "The policy will be to locate apartment structures adjacent <br /> to or very near major or secondary thoroughfares so as not to introduce an excessive <br /> amount of vehicular traffic onto minor residential streets and where possible, <br /> locate them so that they might serve as a "buffer" between single family homes <br /> and non-residential uses such as commercial and industrial areas ." <br /> While locating apartment structures adjacent to thoroughfares in order <br /> to avoid heavy use of residential streets may be justifiable, the use of apart- <br /> ment structures as a. buffer,! is:. generally unacceptable and is in conflict with <br /> the Housing Chapter of the Development Guide which states that "in community <br /> comprehensive plans , multi-family housing should not be provided for only in <br /> buffer and marginal locations and when negative .environmental factors are <br /> present. " <br /> Policy # 3: "The policy of the village shall be to limit single-family <br /> housing unit densities to one unit per gross acre of buildable land west of the <br /> Metropolitan Sewer Board' s Sanitary Sewer District # 1 boundary line, pending <br /> the availability of municipal sewer service, and to limit single-family housing <br /> unit densities to one unit per gross five acres of buildable land east of the <br /> Sanitary Sewer District's boundary line. is unclear as to densities <br /> f to be allowed where the area is sewered.
