S- . strongly recommended that the City of Hugo meet with the County to re-appraise their respective planning efforts. Further analysis and coordination with the county highway and planning department should be undertaken not only on the above-mentioned • problem areas but also on the need for inclusion of advance right-of-way reservation for a proposed Northtown Crosstown facility located generally between Bald Eagle Lake and the Village of Withrow. 4. Utilities The old Hugo Village is served by public water system, and the Village has no municipal sanitary sewer system at the present time. However, a plan for a sanitary sewer system was prepared as part of the Village's comprehensive Plan. The sewer plan will be reviewed by the Metropolitan Sewer Board. Staff appreciates the opportunity presented by the Village of Hugo, which enables the Council to review the comprehensive plan at the same time. The Sanitary Sewer Plan indicates that the old Village of Hugo and immediately adjacent areas will be sewered within the next 10 years, taking advantage of the existing Forest Lake interceptor, while.-other areas within Metro Sewer District If I can be expected to be serviced by 2020. The Village has not yet prepared plans for municipal water distri- bution system and a storm sewer system. 5 . C oen S ace . The Hugo Comprehensive Plan refers, many times, to the preservation of the "open atmosphere" of the village and the retention of open spaces. However, there is no clear delineation of the land areas to be preserved in the future. The plan states that "whenever possible, land along Hardwood Creek would be preserved for recreational -purposes. Other drainageways and desig- nated open spaces should remain free from land use encroachment. " But the plan does not delineate the area along the Hardwood Creek as needing to be preserved nor other drainageway s , open spaces needed in the future. Park and recreation facilities are almost totally absent in the plan.
