S- <br /> . <br /> strongly recommended that the City of Hugo meet with the County to re-appraise <br /> their respective planning efforts. <br /> Further analysis and coordination with the county highway and <br /> planning department should be undertaken not only on the above-mentioned • <br /> problem areas but also on the need for inclusion of advance right-of-way <br /> reservation for a proposed Northtown Crosstown facility located generally <br /> between Bald Eagle Lake and the Village of Withrow. <br /> 4. Utilities <br /> The old Hugo Village is served by public water system, and the Village <br /> has no municipal sanitary sewer system at the present time. However, a plan for <br /> a sanitary sewer system was prepared as part of the Village's comprehensive <br /> Plan. The sewer plan will be reviewed by the Metropolitan Sewer Board. <br /> Staff appreciates the opportunity presented by the Village of Hugo, <br /> which enables the Council to review the comprehensive plan at the same time. <br /> The Sanitary Sewer Plan indicates that the old Village of Hugo and <br /> immediately adjacent areas will be sewered within the next 10 years, taking <br /> advantage of the existing Forest Lake interceptor, while.-other areas within <br /> Metro Sewer District If I can be expected to be serviced by 2020. <br /> The Village has not yet prepared plans for municipal water distri- <br /> bution system and a storm sewer system. <br /> 5 . C oen S ace . <br /> The Hugo Comprehensive Plan refers, many times, to the preservation <br /> of the "open atmosphere" of the village and the retention of open spaces. However, <br /> there is no clear delineation of the land areas to be preserved in the future. <br /> The plan states that "whenever possible, land along Hardwood Creek <br /> would be preserved for recreational -purposes. Other drainageways and desig- <br /> nated open spaces should remain free from land use encroachment.
