The village should define the community parks <br /> so that when development occurs , the village knows what land to accept <br /> for dedication or what should he purchased and not be in a situation of <br /> acquiring land that is left•over and does not serve the community well. <br /> Only three lake access points are indicated on the. plan. The <br /> Village should he encouraged to provide public access points to all the lakes <br /> and creeks where feasible. Several techniques are available to the village <br /> that would enable the community to retain such land open, such as subidvision <br /> land dedication, fe'e acquisition, easement, etc. <br /> The village should also try to integrate the neighborhood park's <br /> with present and future elementary schools. <br /> Standards for the various types of park facilities as well as techniques <br /> for implementation of the open space plan should be developed and set forth in <br /> the plan. <br /> • <br /> 6 . Plan Implementation <br /> Implementation procedure for the Hugo Plan call for adoption of the <br /> Washington County Development Code by reference. The Development code <br /> contains zoning ordinance, shoreland management ordinance, floodplain <br /> ordinance, on-site sanitary sewer disposal regulations, subdivision regulations. <br /> _ The plan indicates that a capital improvement program is one of the <br /> implementation tools available to the Village; however, no capital improvement <br /> program has been prepared. <br /> Policy No. 6. "The Village will do everything in its power to dis- <br /> • <br /> courage strip and spot commercial development along major thoroughfares and <br /> highways and will do everything.-in its power to encourage integrated commercial <br /> centers, particularly the retention and upgrading of the present "downtown" <br /> business district. " But, no guidelines or strategy have been developed to pro-- <br /> mote integrated commercial centers nor to upgrade the downtown business district. <br /> The Village should also decide on implementation techniques to preserve <br /> park and open space for its future needs. <br /> The village stages the construction of the sewer to direct the growth, <br /> which is very laudable. <br /> 7 .
