- 2 - <br />Frenchman Village <br />January 21, 2026 <br />The applicant has stated they would be applying for a Planned Unit Development (PUD). <br />PUDs offer flexibility to develop a site through the relaxation of most normal zoning <br />district standards. In exchange for this flexibility, the City has the expectation that the <br />development plan will result in a significantly higher quality and more sensitive proposal <br />than would have been the case with the use of other, more standard zoning districts. <br /> <br />The sketch plan would require significant land use changes and zoning amendments. The <br />applicant is proposing to change the land use from Commercial (COM) and Low Density <br />Residential (LD) to a mix of Commercial (COM), Low Density Residential (LD), and <br />Medium Density Residential (MD). The areas that would be guided for Commercial <br />(COM) are significantly reduced. The Planning Commission, Economic Development <br />Authority and City Council will review these requests. Of note to the Parks Commission: <br />the proposed land use changes would result in increased demand for parks and <br />trails. <br /> <br /> <br />3. CONSISTENCY WITH THE DOWNTOWN PLAN: <br /> <br />The east side of the properties are a part of the downtown and therefore the Downtown <br />Design Guidelines should be met by the development. Enhancements to pedestrian <br />access and walkability are identified in the plan as an important part of a healthy <br />downtown. The principles for downtown Hugo include: <br /> <br />• Enhancement of the public realm to maintain a pedestrian-oriented downtown. <br />• Providing recreational uses for diverse age groups in the downtown area. <br /> <br />The proposed sketch plan is trying to create a mixed-use development that blends the <br />uses together. There is an effort to integrate the residential uses and commercial uses <br />together with common spaces and amenities, such as walking loops, landscaping, and <br />gathering areas. The plan shows pedestrian oriented elements with access to public <br />features, such as Hardwood Creek Regional Trail. <br /> <br /> <br />4. CONSISTENCY WITH THE 2040 COMPREHENSIVE PLAN: <br /> <br />Greenways <br /> <br />Developments are required to incorporate greenways where proposed. This could be <br />done through site design, storm water management, park land dedication, trail <br />construction, or other means of accommodating greenway corridors. <br /> <br />The Greenway Corridor Map (Map 6-1) shows a proposed greenway through the <br />development as well as ground water priority areas. A small ditch corridor is shown to <br />connect stormwater ponds on the south end of the development to the stormwater pond <br />north of Frenchman Road. It is not clear if this is intended to meet the need for greenway <br />connectivity in the area.
