- 4 - <br />Frenchman Village <br />January 21, 2026 <br /> <br />There is a trail on the west side of Fenway Avenue North in the Oneka Estates <br />neighborhood to the south. According to the Existing and Proposed Trails Map, this trail <br />is planned to be extended to Frenchman Avenue with the extension of the roadway. This <br />is included in the sketch plans as well as the planned trail on the south side of Frenchman <br />Avenue is included in the sketch plans. Overall, the developer is meeting the <br />requirement for on and off road trails in the area. <br /> <br />Per the city code, sidewalks are required along all county roads, state highways, city <br />collector streets, and along all city residential streets where abutting lots have a width of <br />less than 80 feet. The developer has not shown where sidewalks would be constructed. <br />Sidewalks have been constructed along both sides of Victor Path, which should continue. <br />Additionally, sidewalks would be required along residential streets. <br /> <br /> <br />5. PARK DEDICATION REQUIREMENTS: <br /> <br />In order to develop a system of parks within the community to serve the public's health <br />and recreational needs, a percentage of the net buildable acreage based on the density of <br />all land subdivided for residential purposes shall be dedicated to the city as public <br />parkland. The city finds that the more dense a development is, the more demand for park <br />land it creates since lots can be smaller affording less private recreational space and more <br />occupants per acre. The developer is required to dedicate land, pay a fee, or a <br />combination of land and fee. <br /> <br />The developer has indicated that they would dedicate 4 acres of park land. The total <br />number of residential units is currently proposed to be 290. The buildable acres have not <br />been provided but are estimated to be 50 acres. These calculations will change as more <br />information is provided. <br /> Units <br />Front loaded townhomes 88 units <br />55’ Single family homes: 140 units <br />Rear loaded townhomes 62 units <br />Total: 290 total units <br /> <br />With the assumptions above, the density of the proposed development would be about <br />5.8% and therefore 11% of the developable land should be dedicated. Currently, the fee <br />is $3,400 per unit. This fee is set annually, and the current rate at the time of building <br />permits would be paid. <br /> <br /> <br /> <br />
