- 5 - <br />Frenchman Village <br />January 21, 2026 <br /> <br />Only buildable land is accepted for park dedication. The City may accept wetlands, <br />ponds, or other undevelopable land areas that could be incorporated in the park system <br />but dedication credit will not be given for these areas. Trail construction is required, but <br />park land dedication credit is not given for trail corridors. <br /> <br /> <br />6. PARK DEDICATION PROPOSAL: <br /> <br />The developer is proposing a 4 acre park and noted the following: <br /> <br />A City Park is proposed south of the Single-Family area and west of the Fenway Avenue <br />Extension. The park is approximately 4 acres and provides excellent walkability to the <br />single family and downtown area. Limited on-street parking bump outs will be provided <br />along Victor Pathway and Fenway Avenue. The park will be at the hub of trail and <br />sidewalk connections proposed as part of the development. <br /> <br />A private Clubhouse/Pool for the development is also proposed at the northwest corner <br />of the single family area, adjacent to the existing MCES lift station. This facility will <br />provide an enclosed gathering place for development residents with opportunities for <br />outdoor gathering and play to be determined. <br /> <br />Generally, the park is in a good location and is well connected by trails. It is unclear how <br />much of the 4 acres will be buildable and usable due to “site anomalies” identified by the <br />developer. The sketch plan shows the MCES 24” sewer force main being relocated <br />throughout the development. It is proposed to bisect the park. This could lead to <br />complications in the park site design due to the need for future maintenance of this line. <br />The developer has also indicated that they may realign Judicial Ditch #3 to accommodate <br />additional single family units.
