The City may accept wetlands,
ponds, or other undevelopable land areas that could be incorporated in the park system
but dedication credit will not be given for these areas. Trail construction is required, but
park land dedication credit is not given for trail corridors.

6. PARK DEDICATION PROPOSAL:

The developer is proposing a 4 acre park and noted the following:

A City Park is proposed south of the Single-Family area and west of the Fenway Avenue
Extension. The park is approximately 4 acres and provides excellent walkability to the
single family and downtown area. Limited on-street parking bump outs will be provided
along Victor Pathway and Fenway Avenue. The park will be at the hub of trail and
sidewalk connections proposed as part of the development.

A private Clubhouse/Pool for the development is also proposed at the northwest corner
of the single family area, adjacent to the existing MCES lift station. This facility will
provide an enclosed gathering place for development residents with opportunities for
outdoor gathering and play to be determined.

Generally, the park is in a good location and is well connected by trails. It is unclear how
much of the 4 acres will be buildable and usable due to “site anomalies” identified by the
developer. The sketch plan shows the MCES 24” sewer force main being relocated
throughout the development. It is proposed to bisect the park. This could lead to
complications in the park site design due to the need for future maintenance of this line.
The developer has also indicated that they may realign Judicial Ditch #3 to accommodate
additional single family units. The ditch realignment may reduce the useable park area.
Discussion should continue with the developer to ensure that the land proposed to
be dedicated would allow for construction of park amenities such as a court,
playground, and field.

Park
Dedication
Calculations
Required
*Land OR Fee Proposed
Land 11 % of the developable acres 5.5 acres 4 acres (72%)
Fee $3,400 per unit $986,000 $276,080 (28%)
