<br />10 “Frenchman Village” Sketch Plan <br /> <br />The ditch to the south has several mature trees along the edges. Ditches get maintained <br />periodically which includes removal trees. The applicant should install additional landscaping <br />along the south side of the property to provide screening/buffers, in case the trees are removed <br />with ditch maintenance. As the project moves forward a full landscape plan meeting the <br />ordinance regulations will be required. <br /> <br />The sketch plan is proposing to have residential development along CSAH8/Frenchman Road. <br />The applicant is proposing to have a 5 foot tall berm and landscaping for a buffer from the street <br />to the residential development. They are also showing a decorative fence on the berm. It’s in <br />staff’s opinion that a berm and significant landscaping can be a good buffer by pulling the <br />proposed lots away from the street. The lots are located approximately 50 feet from the street. <br /> <br />Streets and Access <br /> <br />Generally, the proposed access locations and street locations meet the intent of the <br />Comprehensive Plan. Washington County plans show future traffic signals at the prosed access <br />points along CSAH 8/Frenchman Road at Fenway Boulevard and Oneka Parkway. Developer <br />contributions to the cost of the traffic signals will be considered with the development of the <br />property. <br /> <br />There is a roundabout shown on the plans for access to the property. Generally, staff is <br />comfortable with the roundabout, however the location may need to be moved further to the <br />south to provide proper separation from the full access on CSAH 8/Frenchman Road. <br />Additionally, the plans show a proposed gas station entrance onto Oneka Parkway. The access <br />location could cause impacts to the future signal location and is too close to the intersection at <br />CSAH 8 and Oneka Parkway. The only access to the commercial area west of Oneka Parkway <br />shall be from Victor Path. <br /> <br />The development of this property results in in the construction of a portion of Victor Path <br />(frontage road) and Fenway Boulevard. This would require connecting Fenway Boulevard to the <br />south to the Bald Eagle Industrial Park and easements acquisitions will be required. <br /> <br />A phasing plan has not been provided. It’s unclear in the sketch plan how and when the other <br />streets would be constructed. A traffic study will be required for the development to determine <br />the road phasing and required traffic improvements. When a phasing plan and traffic study is <br />provided, staff will make a recommendation on when the public improvements will be required. <br /> <br />Utilities <br /> <br />Sewer and water is available to the site in several locations. The applicant should work with the <br />City Engineer on the connection locations and watermain loops. <br /> <br />The applicant is working with Met Council on the relocation of the Met Council sanitary sewer <br />interceptor. Staff is comfortable with relocating the interceptor if the Met Council approves. We <br />will need to work with the applicant on the exact location, specifically as it bisects the proposed <br />public park. <br />
