<br />9 “Frenchman Village” Sketch Plan <br />sketch plans. Sidewalks have been constructed along both sides of Victor Path, which should <br />continue as it goes west of the roundabout. <br /> <br />Park dedication is required for all residential development. The land dedication requirement <br />percentage goes up as the residential density goes up. In lieu of land dedication, the Parks <br />Commission could recommend the fee of $3,400 be paid per unit. The developer has a proposed <br />park shown on the plan. Generally, the park is in a good location. The park does not show any <br />amenities such as playground equipment. The area where the park is located is unclear how <br />much usable space is provided. The land dedication shall be usable land for the Parks <br />Commission to give credit for park dedication. The park improvements and dedication proposal <br />should be further evaluated by staff and the Parks Commission for the needs in the area. The <br />Parks Commission staff report is attached. <br /> <br />Parks Commission Update <br /> <br />At its meeting on January 21, 2026, the Parks Commission reviewed and commented on the <br />sketch plan. <br /> <br />They support downtown plan’s emphasis on pedestrian orientated public spaces and would like <br />to see that implemented as the design progresses. <br /> <br />They were very pleased with the mix of on- and off-road trails proposed. Important connections <br />are being made to the Hardwood Creek Regional Trail, existing trails, future park, and <br />throughout the residential areas. The required sidewalks will further enhance the pedestrian <br />connectivity. The trail on the south side of Frenchman Road will improve pedestrian safety <br />along this major roadway. They would like the developer to look into a direct trail route between <br />the proposed park and the Clearwater Cove neighborhood. <br /> <br />The proposed dedication of land was discussed very positively. There is a strong need for park <br />land in this service area to provide for the new residences proposed and existing <br />neighborhoods. There is a need for athletic fields, courts, a large playground, picnic and natural <br />recreation areas. Off-street parking, and buffering of the roadway are anticipated with future <br />park construction in this location. Neighborhood Parks are planned to be 5-12 acres, so they <br />looking for closer to 5 acres of park land to accommodate the recreation amenities needed in the <br />area. They would also like the developer to consider the City’s ability to construct park <br />improvements when relocating the ditch and sewer interceptor line. Non-buildable land is not <br />accepted for park dedication credit. Generally, they were supportive of the location of the future <br />park-central, adjacent to the stormwater pods/natural view sheds, and well connected by trails. <br /> <br />Overall, the Parks Commission spoke positively about what is proposed in terms of parks and <br />trails and look forward to seeing the development evolve. <br /> <br />Landscaping and Screening <br /> <br />The plan shows placement of some existing trees, particularly along the ditch to the south, and <br />some new landscaping within the gathering spaces and along the streets. Staff recommends <br />landscaping within the roundabout and around the monument sign at the main entrance creating a <br />feel that you’re entering the development.
