<br />RESOLUTION NO. ______ <br />CITY OF HUGO <br />WASHINGTON COUNTY, MINNESOTA <br />A RESOLUTION RECEIVING THE FEASIBILITY REPORT AND <br />SETTING THE PUBLIC HEARING FOR THE <br />2026 BALD EAGLE INDUSTRIAL PARK STREET IMPROVEMENT PROJECT <br />WHEREAS, pursuant to the resolution of the Council adopted February 27, 2025, a report was <br />prepared by WSB, with reference to the improvement of the following roadways: <br />•130th Street N from Europa Trail to Forest Blvd N / Trunk Highway 61 (TH 61) <br />•Farnham Avenue N from the south terminus to 130th Street N <br />•Fenway Blvd N from 130th Street N to 140th Street N <br />•140th Street from Fenway Blvd N to Forest Blvd / TH 61 <br />•Fenway Blvd Court N from Fenway Blvd to its eastern terminus <br />WHEREAS, the following improvements are proposed: <br />•Full-depth pavement removal, paving, mill and overlay improvements, spot curb and gutter <br />replacement, trail improvements, street lighting improvements, and minor utility <br />improvements <br />and to assess benefited properties for all or a portion of the improvement, pursuant to Minnesota <br />Statutes, Chapter 429; and <br />WHEREAS, the City Council has been advised by the City Engineer that said street <br />improvements are feasible, and should best be made as proposed, and the City Engineer’s report <br />to this effect has heretofore been received by Council, and filed with the City Clerk on April 6, <br />2026; and <br />WHEREAS, the City Council deemed it necessary and expedient that the City of Hugo, <br />Minnesota, construct certain improvements, to-wit: 2026 Bald Eagle Industrial Park Street <br />Improvement Project, in the City as described in and in accordance with the feasibility report <br />prepared by the City Engineer; and <br />WHEREAS, the statute provided that no such improvements shall be made until the Council has <br />held a public hearing on such improvements following mailed notice and publication thereof in <br />the official newspaper stating time and place of the hearing, the general nature of the <br />improvement, the estimated costs thereof, and the area proposed to be assessed, in accordance <br />with the law; and <br />NOW THEREFORE BE IT RESOLVED, by the City Council of the City of Hugo, that the <br />public hearing be scheduled to consider: 2026 Bald Eagle Industrial Park Street Improvement <br />Project, to be held on Monday, May 4, 2026, at 7:00 o’clock p.m. or as soon thereafter as <br />possible, at Hugo City Hall, 14669 Fitzgerald Avenue North.
