<br />Memorandum <br /> <br />To: Honorable Mayor and City Council <br /> Bryan Bear, City Administrator <br /> <br />From: Mark Erichson, City Engineer <br /> <br />Date: April 2, 2026 <br /> <br />Re: 2026 Bald Eagle Industrial Park Area Street Improvement Project – Accept <br />Amended Feasibility Study and Set Improvememnt Hearing <br /> WSB Project No. 028436-000 <br /> <br /> <br />City Council previously received the feasibility study and held the Public Improvement <br />Hearing for the 2026 Bald Eagle Industrial Park Area Street Improvement Project. Three <br />of the properties proposed to be assessed were the common element portion of the parcel <br />(portion with the frontage along the roadway) also have internal parcels with individual <br />ownership. We need to assess the individual properties within the larger common element <br />parcel and have updated the feasibility report with the amended assessment roll <br />accordingly. Staff recommend Council accept the amended feasibility study and set the <br />improvement hearing for May 4, 2026. <br /> <br />Additional Background: The 2026 Bald Eagle Industrial Park Street Improvement Project <br />consists of full-depth pavement removal, paving, mill and overlay improvements, spot curb <br />and gutter replacement, trail improvements, street lighting improvements, and minor utility <br />improvements on the following streets: <br /> <br />• 130th Street N from Europa Trail to Forest Blvd N / Trunk Highway 61 (TH 61) <br />• Farnham Avenue N from the south terminus to 130th Street N <br />• Fenway Blvd N from 130th Street N to 140th Street N <br />• 140th Street from Fenway Blvd N to Forest Blvd / TH 61 <br />The project scope includes improvements at Water Tower Park, which will involve <br />demolishing an abandoned communications building and removing old watermain <br />infrastructure. Additionally, the existing trail along Europa Court will be reconstructed as <br />part of this project. <br /> <br />The total estimated cost for the 2026 Bald Eagle Industrial Park Street Improvement <br />Project is approximately $4,690,400. This figure includes the projected construction <br />costs for 2026, a 5% construction contingency, and indirect costs amounting to 20% of <br />the estimated construction expenses. Enclosed is a copy of the amended feasibility <br />report. <br /> <br />Funding for the project will be provided through a combination of funding from the City, <br />State Aid, and assessments to benefiting properties.
