Parks and Recreation Advisory Commission of the City of Hugo <br /> Minutes of August 13, 1998 <br /> Kathy Marier, Chair, Pete Pedersen, Vice-Chair, Debra Barnes, Nancy Chelmo, <br /> Sydney Harrison, Robyn LaCasse, David Strub <br /> 1. Members absent - Debra Barnes and David Strub. <br /> 2. Site drawings of new playground equipment for "Lions Park", the park by the city <br /> hall, were discussed and after a few changes approved by a voice vote YES to <br /> recommend this to the City Council on Monday, August 17, 1998. Laurie McRostie <br /> from OSM showed us a proposal form that shows what must be put on bid. The City <br /> will need to purchase timbers for the perimeter of the playground area and landscape <br /> fabric to lay under the shredded wood resilient material. <br /> Pete Pedersen would like to approach the Hugo Lions Club for purchase of children's <br /> sand digging equipment as an addition to the playground's sandbox. <br /> A sign for the park was included on the site drawing - park name, hours and rules will <br /> be recommended by the Commission to be printed for public knowledge. The <br /> Commission will help plan a dedication ceremony of "Lions Park" to include <br /> organizations such as the Girl Scouts, Boy Scouts, 4H, when the park playground <br /> equipment is completely installed. <br /> As of October 1, 1998 the Parks Commission recommends that one "Lions Park Event <br /> Calendar' be housed at city hall and updated by city hall staff. Public residents that <br /> want to use the park for a large gathering must contact the city staff to reserve a date <br /> on the calendar, and sign the "Agreement for Use of City Facility" page (which includes <br /> the "List of Regulations" page). If the group would like to use the concession stand <br /> area, then at least two days prior to the event, they should leave a damage deposit in <br /> the form of a check written out to the "Hugo Lions Club" in the amount of $ 25.00 . <br /> Another check should also be written out to the "Hugo Lions Club" to pay a user fee in <br /> the amount of $ 25.00 . (Amounts to be determined). After these two checks are <br /> collected, a key to the concession stand would be issued by the city staff. When the <br /> key is returned, the city staff would check the building, if the building is left in proper <br /> condition, the deposit check would be returned. If there were any question about the <br /> condition of the building, it would be referred to the Hugo Lions Club. (At the present <br /> time, Hugo Lions Club members need to be alerted to use of the building so that the <br /> old fire truck can be moved, perhaps in the future when a new fire station is built, the <br /> old fire truck could be housed in the old fire station and then the moving of the old fire <br /> truck would not be an issue). <br /> 3. Parks Commission members all received an August 5, 1998 memorandum from <br /> Robert Museus, City Administrator, concerning Oneka Lake Boulevard Bike Trail. The <br /> City Council requested a recommendation on the need to construct a bike trail along <br />
