An
EAW is a review of the proposed project and the potential impacts to natural resources,
transportation, and wildlife. It also outlines mitigation measures for any potential impact. This
process usually takes between 6 and 9 months to compete and includes public engagement.

The applicant will need to complete this process as they plan the site. No formal approvals from
the City can happen until the EAW is completed.

3. The changes are significant and there are several details and expectations to
work out with the applicant as the project moves forward. These are outlined in the staff reports.
The development phasing will be very important with the project, especially for timing of
infrastructure improvements.

The applicant has made an effort to comply with the downtown design guidelines. However,
further details on the site layout, how the buildings relate to each other, and architecture will
need to be evaluated to ensure the project meets the intent the guidelines.

Staff recommends the Commission provide unbinding informal comments to the applicant on the
proposed sketch plan, including the following:

1. Land use/zoning revisions
2. General layout
3. Downtown Area
4. Building architecture and orientation
5. Streets and access
6.
