<br />10 “Frenchman Village” Sketch Plan <br />of property and is encouraged for the properties. The stormwater management is shown at the <br />south side of the properties as the properties slope down to the south. Staff has not evaluated the <br />stormwater management, but supportive of regional stormwater management. <br /> <br />Conditions for stormwater reuse for the site is ideal and should be incorporated into the <br />development. The applicant has stated stormwater reuse would be incorporated into the <br />development. Stormwater reuse can aid in meeting the stormwater management requirements for <br />the development. <br /> <br />Environmental Assessment Worksheet (EAW) <br /> <br />The proposed sketch plan triggers a mandatory EAW as required by Minnesota State Statute. An <br />EAW is a review of the proposed project and the potential impacts to natural resources, <br />transportation, and wildlife. It also outlines mitigation measures for any potential impact. This <br />process usually takes between 6 and 9 months to compete and includes public engagement. <br /> <br />The applicant will need to complete this process as they plan the site. No formal approvals from <br />the City can happen until the EAW is completed. <br /> <br />3. CONCLUSION/ RECOMMENDATIONS: <br /> <br />The sketch plan proposes a development that requires amendments to the 2040 Land Use Plan <br />and Zoning Map. The changes are significant and there are several details and expectations to <br />work out with the applicant as the project moves forward. These are outlined in the staff reports. <br />The development phasing will be very important with the project, especially for timing of <br />infrastructure improvements. <br /> <br />The applicant has made an effort to comply with the downtown design guidelines. However, <br />further details on the site layout, how the buildings relate to each other, and architecture will <br />need to be evaluated to ensure the project meets the intent the guidelines. <br /> <br />Staff recommends the Commission provide unbinding informal comments to the applicant on the <br />proposed sketch plan, including the following: <br /> <br />1. Land use/zoning revisions <br />2. General layout <br />3. Downtown Area <br />4. Building architecture and orientation <br />5. Streets and access <br />6. Phasing of development <br /> <br />The schedule for sketch plan review: <br /> <br />EDA - Tuesday, January 20th <br />Parks Commission - Wednesday, January 21st <br />Planning Commission - Thursday, January 22nd
