<br />Minutes for the Planning Commission Meeting of Thursday, December 11, 2025 <br /> <br />Chair Kleissler called the meeting to order at 7:00 pm. <br /> <br />PRESENT: Derr, Fahey, Klein, Kleissler, Petty <br /> <br />ABSENT: Andress, Granger <br /> <br />STAFF: Rachel Juba, Community Development Director <br />Max Gort, Associate Planner <br /> <br />Pledge of Allegiance. <br /> <br />Approval of Minutes for the Planning Commission Meeting of October 23, 2025 <br /> <br />Chair Kleissler requested a correction to the minutes. <br /> <br />Commissioner Petty made a motion, seconded by Commissioner Klein, to approve the minutes for the <br />Planning Commission meeting of October 23, 2025. <br /> <br />All ayes. <br />Motion carried. <br /> <br />Public Hearing: Comprehensive Plan Amendment, Zoning Amendment, Preliminary Plat, Conditional <br />Use Permit, and Site Plan for Kwik Trip, Inc. – Property north of 159th Street North and east of Forest <br />Boulevard North <br /> <br />Associate Planner Gort presented background on the requested approvals for Kwik Trip, Inc. to <br />construct a 9,126 square-foot convenience store, an attached 1,931 square-foot one-bay carwash, and <br />a fuel canopy with ten dispensers. The site is located at the northeast corner of the roundabout <br />intersection of Forest Boulevard (Highway 61) and 159th Street. There are two parcels of interest, the <br />easterly of which is referred to as Parcel 1 and the westerly of which is referred to as Parcel 2. The <br />entirety of the Kwik Trip development would be located on Parcel 2, with the applicant indicating <br />Parcel 1 would be used for a future commercial building. The comprehensive plan amendment request <br />is to change the land use designation in the 2040 Land Use Plan of Parcel 1 from Low Density <br />Residential (LD) to Commercial (COM). The zoning amendment request is to rezone Parcel 1 from <br />Planned Unit Development (PUD) to General Business (C-2). These two requests would allow for better <br />continuity of land uses by utilizing 159th Street to separate commercial and residential property. The <br />preliminary plat request would adjust the shared property line between the two parcels. The <br />conditional use permit (CUP) request is for the carwash use and for the store to operate 24 hours. The <br />site is proposed to receive access from 159th Street, with one full access point on the eastern side of <br />the property and an exit-only access point to the west closer to the roundabout. <br />
