December 11, 2025 PC Minutes <br />Page 2 <br /> <br />Staff reviewed the requests for consistency with ordinance standards and the 2040 Comprehensive <br />Plan. Staff is of the opinion that the requests meet the criteria necessary to approve each of the <br />requests, subject to conditions in the approving resolutions. Staff recommended approval of the <br />requests to the Planning Commission. <br /> <br />Commissioner Petty asked if there would be sidewalk connections to allow residents in the nearby <br />development to access the store, and why the carwash is proposed to have one bay versus the two-bay <br />carwash at the existing Kwik Trip store. Gort said that the applicant will be constructing a trail on the <br />north side of 159th Street, and a sidewalk that connects from the trail to the store. <br /> <br />Dean George, Real Estate Development Manager for Kwik Trip, Inc. introduced himself to the Planning <br />Commission, and said that the company recognized that Hugo is a growing community and with <br />demand that can no longer be accommodated solely with the existing store. Responding to <br />Commissioner Petty’s question, George said that the single-bay carwash is typical for their stores and <br />has proven to be efficient. <br /> <br />Commissioner Klein asked how much water is able to be recycled in the carwash. George says that he <br />will check on the full amount of water reused, but he knows that the undercarriage wash water is <br />reused. Commissioner Petty asked if reusing water in the carwash can be a condition of approval. Juba <br />said that it can be evaluated at the time a building permit is requested. <br /> <br />Commissioner Klein asked if electric vehicle (EV) charging stations will be available. George said that <br />the company has been testing them in roughly a dozen communities, and that they could be rolled out <br />more gradually. <br /> <br />Chair Kleissler opened the Public Hearing at 7:18 PM <br /> <br />No from the public spoke. Chair Kleissler left the public hearing open for some time while further <br />discussion occurred. <br /> <br />Chair Kleissler asked why they are requesting 24-hour operation. George said that being open 24 hours <br />has become a part of their brand, with drivers knowing that a Kwik Trip will be open at any time of day <br />if they need to stop. Kleissler asked if deliveries would occur overnight, George said that deliveries <br />occur during the daytime. <br /> <br />Commissioner Derr said that the access point setup made sense and should help with traffic flow. <br />Commissioner Petty asked for clarification on whether the westerly access point was behind the <br />median, Juba said yes. Petty asked if the congestion at the existing store will be reflected at this <br />location. George talked about the original plan they submitted which included two full access <br />driveways located close together, which is what the existing store has, and that the decision to locate <br />the second access further west and make it exit-only was based on recommendations from staff and <br />meant to avoid the issues seen at the current store. <br />
