December 11, 2025 PC Minutes <br />Page 3 <br /> <br />Commissioner Derr asked if the fuel canopy with a pitched roof and asphalt shingles is typical. George <br />said that most fuel canopies have a flat roof, and that this design came from the City’s design <br />requirements. Juba said that the existing Kwik Trip store has a similar roof. <br /> <br />Chair Kleissler asked if there was a particular area in the parking lot where they may locate EV charger <br />in the future. George says that they do not have a particular spot at this point, but that the installation <br />is fairly easy for them. <br /> <br />Chair Kleissler closed the Public Hearing at 7:23 PM <br /> <br />Commissioner Klein made a motion, seconded by Commissioner Petty, to recommend approval of the <br />comprehensive plan amendment, zoning amendment, preliminary plat, conditional use permit, and <br />site plan to the City Council. <br /> <br />All ayes. <br />Motion carried. <br /> <br />The request will be reviewed by the City Council at their December 15, 2025 meeting. <br /> <br />New Business: Site Plan for KLG Holding, LLC. – 13845 Forest Boulevard North <br /> <br />Gort presented background on the site plan request from KLG Holding, LLC. for a 9,088 square foot <br />commercial building on property located at 13845 Forest Boulevard North (Highway 61). The applicant <br />currently operates a dance studio in the Victor Gardens So uth Village building known as The Dance <br />Unit. There are two parcels of interest at the site, both of which will be combined to create a 2.12 -acre <br />parcel. The property is bisected by a sanitary sewer line. The Planning Commission previously approved <br />a daycare for this site that was never constructed. <br /> <br />The applicant is proposing to construct a 9,088 square foot commercial building to be used as a dance <br />studio. The site will receive access from a shared access point on the property to the north, currently <br />occupied by TGK Automotive. Additionally, the site must continue the shared access by providing <br />access to the property to the south. The site plan proposes a future private drive that will act as a <br />frontage road to direct traffic to the south. <br /> <br />Staff reviewed the site plan request for consistency with ordinance standards and the 2040 <br />Comprehensive Plan. The application meets most of the criteria necessary to approve a site plan. The <br />architectural plan was reviewed for consistency with the Commercial and Industrial Design Guidelines. <br />Staff found that revisions should be made to the architectural plan with regards to building materials <br />and colors. Additionally, the landscape plan needs revisions to meet the planting requirements in the <br />ordinance, and a plan for managing the proposed prairie grasses will need to be submitted . Staff will <br />continue to work with the applicant on revising these plans, and is recommending that the Planning <br />Commission approve the site plan, subject to conditions in the approving resolution. <br />
