In particular, we have reviewed <br />the following plans related to this particular request: <br /> <br />• Civil Plan Set dated April 20, 2026, by Elan Design Lab <br />• Stormwater Management System Calculations and Narrative dated April 20, 2026, by <br />Elan Design Lab <br />• Preliminary Plat dated April 20, 2026 <br /> <br />Based on the review of the above documents, we offer the following comments related to this <br />application: <br /> <br />Grading, Street, and Utility Plans <br /> <br />1. The site is proposed to have a single access extending north from the existing tee <br />intersection of 150th Street North and Generation Avenue North. Two proposed buildings, <br />one with three units and one with two units abuts and accesses 150th Street North with 5 <br />individual residential driveways. The proposed access locations are acceptable. <br />2. Water service is available to the development from an existing 8” water service stub <br />extending north from the intersection of 150th Street North and Generation Avenue North. <br />The applicant will be required to create an 8” loop within the development for residential <br />service and fire protection. A watermain stub will be required to be provided to the property <br />to the west to allow for future connection and system looping to provide overall system <br />reliability. <br />3. Streets and storm sewers are proposed to be private, however sanitary sewer and watermain <br />will be public and contained within drainage and utility easements. This should be clearly <br />shown on all utility plan sheets. <br />4. Sanitary sewer service is available to the site from an existing 8” sanitary service stub <br />extending north from the intersection of 150th Street North and Generation Avenue North. <br />5. Grading is proposed in the drainage and utility easement area on the properties directly to <br />the north to expand the size of this stormwater pond. Staff will need to continue to work with <br />the applicant on the detailed grading of this pond to minimize impacts. Grading will also <br />connect to the stormwater basin in the NE corner, making one large stormwater basin. <br />6. Drainage and Utility easements are appropriately shown over all of Outlot A.
