April 20th , 2026 <br />City of Hugo Mayor, City council, Parks Commission and Planning Commission <br />C/O Rachel Juba <br />Community Development Director <br />14669 Fitzgerald Ave. N. <br />Hugo, MN. 55038 <br />Oneka Lake Reserve Subdivision <br />Greetings, <br />On behalf of Oneka Lake, LLC, we are pleased to present the proposed Oneka Lake Reserve Planned Unit <br />Development consisting of 50 attached town homes. <br />Project Narrative <br />The subject property is located north of 150th Street North at the extension of Generation Avenue. The <br />surrounding area includes the Generation Acres townhome development to the south, Oneka Lake View <br />town homes to the southeast, additional townhome developments to the east, Sweet Grass Meadows single- <br />family homes to the north, and the Hugo Estates manufactured home park to the west. An industrial park is <br />located to the northwest, and New Life Church lies to the southwest. <br />This proposal builds directly upon the previously approved 40-unit preliminary plat and Planned Unit <br />Development (PUD), which was supported by city staff and approved by the Planning Commission on May 13, <br />2021. That plan established the overall framework for development of the site and demonstrated consistency <br />with the Comprehensive Plan and surrounding land uses. <br />The current proposal represents an evolution of the previously approved concept rather than a redesign, <br />maintaining the same general layout, setbacks, and circular road system while improving site efficiency, open <br />space usability, and stormwater management. <br />Development Program <br />The development consists of 50 town homes arranged in a mix of 2-unit, 3-unit, and 4-unit buildings. This <br />variatiea reduees repetitive massing and ereates a mere visually eehesive aad diverse neigi'ltieri'leed <br />environment. The units are anticipated to be two-story homes with attached 2-car garages and functional <br />layouts designed to meet current market demand. The mix of unit types supports a broader range of <br />homeowners and contributes to housing diversity within the City.
