Response: The development represents a more efficient and creative use of the site through the refinement of the previously approved plan. Key improvements include: *Elimination of internal stormwater ponding Which provides more useable space. *Consolidation of stormwater management to the north *Loop street design improving circulation and emergency access *Reduced impervious surface through efficient street layout *The private street system reduces long-term public maintenance costs while maintaining full functionality. Criteria 5-Preservation and Enhancement of Natural Features and Open Space Ordinance Language: Preservation and enhancement of natural features and open spaces, including but not limited to greenway corridors, wooded areas, buffer areas, reduction of impervious surface, and utilization of joint facilities and utilities. Response: While the site does not contain significant natural features, the development enhances open space and environmental function through: *Expansion of the public park area *Creation of central open space for passive recreation *Expansion of the northern stormwater basin, improving drainage and aesthetics *Landscape buffering and tree planting The expanded pond also provides additional separation from properties to the north and contributes to long- term stormwater performance. Criteria 6-Efficiency of Public Streets and Utilities Response: The development improves infrastructure efficiency through the use of a private street system that will be constructed to City standards but maintained by the homeowner association. This approach: Reduces long-term public maintenance costs, Maintains full accessibility and serviceability, Supports efficient internal circulation.Public utilities, including water and sewer, will be installed and maintained in accordance with City standards.
