Response: <br />The development represents a more efficient and creative use of the site through the refinement of the <br />previously approved plan. Key improvements include: <br />*Elimination of internal stormwater ponding Which provides more useable space. <br />*Consolidation of stormwater management to the north <br />*Loop street design improving circulation and emergency access <br />*Reduced impervious surface through efficient street layout <br />*The private street system reduces long-term public maintenance costs while maintaining full functionality. <br />Criteria 5-Preservation and Enhancement of Natural Features and Open Space <br />Ordinance Language: Preservation and enhancement of natural features and open spaces, including but not <br />limited to greenway corridors, wooded areas, buffer areas, reduction of impervious surface, and utilization of <br />joint facilities and utilities. <br />Response: <br />While the site does not contain significant natural features, the development enhances open space and <br />environmental function through: <br />*Expansion of the public park area <br />*Creation of central open space for passive recreation <br />*Expansion of the northern stormwater basin, improving drainage and aesthetics <br />*Landscape buffering and tree planting <br />The expanded pond also provides additional separation from properties to the north and contributes to long- <br />term stormwater performance. <br />Criteria 6-Efficiency of Public Streets and Utilities <br />Response: <br />The development improves infrastructure efficiency through the use of a private street system that will be <br />constructed to City standards but maintained by the homeowner association. <br />This approach: Reduces long-term public maintenance costs, Maintains full accessibility and serviceability, <br />Supports efficient internal circulation.Public utilities, including water and sewer, will be installed and <br />maintained in accordance with City standards. <br />Criteria 7 -Establishment of Appropriate Transitions <br />Ordinance Language: Establishment of appropriate transitions between differing land uses. <br />Pg.6
