Cocchiarella said that the amount of commercial area proposed was appropriate for the <br />size of the development, and that trail connections have been a very popular amenity in other projects <br />they’ve done. Cocchiarella said that the entire project would be constructed in one phase. <br /> <br />Commissioner Petty asked if any of the proposed single family homes would be patio homes with an <br />HOA. Cocchiarella said that they will be standards single-family homes that may have an association. <br />Petty asked if Lennar would be building the homes, Cocchiarella said Lennar would be the most likely <br />builder. <br /> <br />Commissioner Andress asked about soil corrections that may be needed in the Low Density Residential <br />area. Cocchiarella explained that they’d be removing the top few layers of soil, removing unwanted <br />soils like peat, and filling the land back up with compaction. Details would be included in a future <br />grading plan. Andress said he’s concerned about the homes proposed to back up to Frenchman Road, <br />saying that his own house backs up to Highway 61 and he hears highway noise even with some <br />vegetative buffer. Cocchiarella described the proposed 50-foot wide berm, screening, and fence that <br />are all intended to reduce noise, and that they’ve found residents may prefer a home near the <br />development entrance even if it means increased noise. Petty asked about the fencing materials, <br />Cocchiarella said that it’d be something like a picket fence and maintained by an association. <br /> <br />Chair Kleissler asked why the clubhouse and park are located on opposite sides of the development, <br />thinking that it would be better to locate them near each other. Juba said they’re separated because <br />the clubhouse would be a private amenity for the association. Commissioner Klein asked the developer <br />how he felt about locating a commercial use near the lift station rather than the clubhouse. <br />Cocchiarella said they’d do it if the city requires it, but that he’d rather keep a residential user on that <br />side of Oneka Parkway, and that they haven’t had odor complaints from residents in other projects <br />near lift stations. <br /> <br />Commissioner Klein said he’s impressed to see a project that plans for the whole site, and that he <br />understands market conditions driving the mix of uses being proposed. <br /> <br />Commissioner Derr said that he wasn’t sure about utilizing county road frontage for residential uses, <br />when commercial fits much better. Petty brings up previous discussion about a lot of land within the <br />city being guided for commercial development that hasn’t been built. Petty said she’s skeptical about <br />how long it may take to fill the commercial spaces proposed. Cocchiarella said that he sees medical <br />offices being the primary and first tenants, with supplementary tenants being supported by medical <br />anchors. <br /> <br />Commissioner Andress talked about the potential for cut-through traffic between Frenchman Road and <br />the Bald Eagle Industrial Park via the extended Fenway Boulevard, and increasing traffic on the <br />residential portion of Fenway. Andress asked if the developer would consider a resta urant user for the <br />commercial spaces, Cocchiarella said yes. <br />
