January 22, 2026 PC Minutes <br />Page 4 <br /> <br />Chair Kleissler said she felt comfortable with the proposed land use changes and mix of uses, and asked <br />if the other Planning Commissioners agreed. Several said yes. Kleissler said she generally likes the <br />downtown area layout proposed. <br /> <br />Commissioner Andress asked about the land use change process. Juba said the developer would apply <br />for a preliminary plat for the whole site, and go through a comprehensive plan amendment approval <br />with the Met Council, with all zoning being under the PUD. <br /> <br />Chair Kleissler said she liked the sketch plan. <br /> <br />Old Business – Approve 2026 Goals <br /> <br />Juba shared the draft of the 2026 Planning Commission goals, and explained some minor language <br />changes. The evaluation of the commercial and industrial design guidelines was kept, which staff would <br />like to begin work for this year. Juba said the EDA discussed an updated commercial market study, <br />which the Planning Commission could keep in mind. The 165th Street AUAR is going to the City Council <br />for ordering soon, and the Planning Commission will continue to receive updates on its progression. <br />Juba asked if there were any additions from the Planning Commission. <br /> <br />Commissioner Petty made a motion, seconded by Commissioner Klein, to approve the 2026 Planning <br />Commission Goals as presented. <br /> <br />All ayes. <br />Motion carried. <br /> <br />Adjournment <br /> <br />Commissioner Klein made a motion, seconded by Commissioner Derr, to adjourn at 7:56 PM. <br /> <br />All ayes. <br />Motion carried. <br /> <br /> <br />Respectfully Submitted, <br />Max Gort, Associate Planner
