Page 8 <br /> <br />In order to promote these smaller and medium buildings, specific additions are added to <br />large buildings to hopefully dissuade developers from building these product types over <br />the smaller and medium buildings in Hugo. This includes the following: <br /> <br />- At least 33% of each exterior wall shall be composed of brick, natural stone, or <br />artificial stone. (Other buildings would be required to provide 25%.) <br />- The ground level of any 3-story building and the first two stories of a building four <br />stories or taller shall be visually distinct from the upper stories. This distinction shall <br />be articulated by at least one of the following: an intermediate cornice line; an <br />awning arcade or portico; a change in building materials, texture, or detailing; a <br />change in window shape or treatment; or other elements which meet the objective. <br />(Intended to create a distinct base to anchor these large buildings.) <br />- A minimum of one-half of the required parking spaces shall be in an underground <br />parking area or in a parking area below the building. <br /> <br />These standards are not inconsistent with development standards in other cities, but the <br />higher performance standards required for large buildings may encourage developers to <br />build small and medium buildings in Hugo. <br /> <br />General Updates <br /> <br />Outside of the building types and flexibility there were numerous other minor updates, <br />these include: <br />- Updates to preferred materials and material mixes. <br />- Ensuring consistency with the guidelines and what is proposed in the new Chapter <br />90 (Zoning and Land Use). <br />- Addition of environmental and natural system preservation and stormwater reuse. <br />- Removing specific measurements and percentages that were not found in the City <br />Code and that are no longer relevant. <br /> <br />Overall, the document was modernized to make it more accessible and user friendly. The <br />photos and colors were updated to match the current logo and theme for Hugo. <br /> <br /> <br />3. CONCLUSIONS/RECOMMENDATIONS <br /> <br />The proposed changes have been discussed in detail with City Staff and presented to the <br />Joint Planning Commission and City Council Sessions for feedback at the April 23, 2026 <br />joint meeting. This nearly two-year process encompasses changes that have been <br />discussed over a much longer period of time. The changes are comprehensive, but many <br />are administrative in nature focusing on clarity, consistency, and ease of use. <br /> <br />Staff recommends that the Planning Commission recommend approval of the draft <br />Ordinance to repeal and replace Chapter 90 (Zoning and Land Use) in its entirety, as <br />found in the attachments. The Zoning Map is adopted as part of the Zoning Ordinance <br />and is found in the draft Ordinance. <br /> <br />The Multi-Family Guidelines are not adopted as part of the City Code but are accepted by <br />the City Council and used as guidelines for developers to understand the preferences of <br />the City of Hugo. For this reason, Staff is asking the Planning Commission to recommend <br />acceptance of the guidelines as drafted.
