Background And Purpose | 3 <br />BACKGROUND AND PURPOSE <br />The City of Hugo has a <br />Comprehensive Plan and Zoning <br />and Land Use Chapter (Chapter <br />90) in the City Code that are used <br />to guide and regulate multi-family <br />residential developments. These <br />tools have resulted in a mix of <br />different styles of architecture and <br />design within the community, with <br />some developments providing a <br />higher level of design. The City has <br />prepared the Multi-Family Design <br />Guidelines to better articulate the <br />City of Hugo’s vision for their community and ensure that high-quality units are constructed. These <br />guidelines will apply to townhouses and apartments (including condominiums and cooperatives). <br />Every proposed development of multi-family housing in Hugo should utilize these guideline from the <br />beginning of the site planning process to ensure conformity. <br />The intent of this document is to utilize the guidelines to supplement the regulations in Chapter <br />90 (Zoning and Land Use) of the Hugo City Code. Chapter 90 will continue to be the regulatory <br />enforcement tool; however, the design guidelines are intended to better articulate the City’s design <br />requirements. <br />Row Townhouses are a type of multi-family housing.
