Background And Purpose | 4 <br />GOALS <br />The multi-family design guidelines will be used to implement the goals identified in the City of Hugo’s <br />Comprehensive Plan. The main objective of developing the design guidelines is to clearly define what <br />the City envisions for multi-family developments. The guidelines will be a tool that property owners, <br />developers, architects, land use planners and engineers can utilize to incorporate the City’s goals into <br />their plans. They will also serve as a basis for uniform and consistent review of development proposals <br />within Hugo. <br />Goal 1: Provide for life-cycle housing <br />Currently, the City of Hugo has a variety of housing options for people of different ages and incomes. <br />This document contains provisions for lifecycle housing by encouraging quality multi-family housing <br />options. Developments should include a variety of housing types within the project. <br />Goal 2: Establish a consistent, high-quality design standard <br />The City of Hugo has a mix of different types of multi-family developments within the community. <br />Certain development design elements are preferred over others. The preferred elements should be <br />carried out through these guidelines and incorporated into all multi-family developments within the <br />City. <br />Goal 3: Maintain a harmonious visual environment <br />Through the Planned Unit Development (PUD) process, the City has been able to require a higher <br />level of design from developers. The outcome of this higher level of design has been positive. <br />However, the PUD process is not intended to be used for every project. The City will utilize these <br />guidelines to ensure that a high level of design is maintained in all projects regardless of whether the <br />project is completed under standard zoning or PUD. This will result in the homes holding their value <br />over time. <br />Goal 4: Communicate expectations for new development <br />The design guidelines incorporate specific design criteria and graphics to help clearly communicate <br />the City’s goals. The guidelines are intended to be used in conjunction with the City Code to execute <br />the community’s vision for development. <br />Goal 5: Preserve natural resources <br />The City acknowledges that additional housing is needed to meet community goals, however, the <br />guidelines are intended to encourage creative site design to provide housing and to preserve natural <br />resources, including wetlands, trees, etc. <br />Goal 6: Encourage small multi-family buildings. <br />The City encourages developers to provide multi-family housing in smaller buildings. Large buildings <br />are discouraged and some design flexibility will be provided for projects that can accomplish the City’s <br />development and density goals with smaller buildings.
