Implementation | 21 <br />APPLICATION <br />These design guidelines supplement the City Code requirements and Comprehensive Plan and <br />provide residents, developers, and city staff with an understanding of the expectations for new multi- <br />family development. <br />To ensure uniformity, these guidelines may be amended or updated to reflect market and social <br />changes to the city of Hugo. Staff will administer the design guidelines as part of the development <br />review process. Staff will incorporate design review to ensure compliance with the design guidelines <br />as a standard step in the development review process. <br />DOWNTOWN STANDARDS <br />The Hugo Downtown Plan & Design Guidelines contain separate guidelines for the Downtown <br />District. While these guidelines take a more compressive approach to development in the core of <br />Hugo, they also have additional standards for multi-family developments that only apply in these <br />areas. These differences include mixed-use and ground-floor retail and activation, as well as different <br />lot placement and parking requirements. These Multi-family Design Guideline standards are in <br />addition to the Downtown Plan & Design Guidelines; however, they do not take precedent over any <br />of those guidelines for design elements and requirements where applicable. <br />IMPLEMENTATION <br />The Downtown Standards are additional guidelines for areas within Downtown Hugo.
