C. Storage and Containment <br />● All cannabis waste is stored in sealed, labeled, odor-tight containers within secured interior areas <br />of the facility. <br />● Containers are routinely inspected and replaced as needed to prevent leaks or odor release. <br />● Waste storage areas are monitored under continuous video surveillance in accordance with the <br />facility security plan. <br />D. Removal and Disposal Procedures <br />● Waste transfers occur during scheduled, low-traffic periods to minimize disruption and odor <br />exposure. <br />● Exterior doors are opened only for the duration necessary to complete waste transfers and remain <br />subject to odor control protocols. <br />● Licensed waste haulers remove waste in full compliance with state and local regulations. <br />E. Recordkeeping <br />● All cannabis waste handling, rendering methods, transport, and disposal activities are recorded in <br />the statewide monitoring system as required under Minnesota Administrative Rule 9810.1200, <br />Subpart 7. <br />● Records are retained and made available for inspection by City of Hugo officials or state <br />regulators upon request. <br />Monitoring, Maintenance, and Compliance <br />● Odor control and waste management systems are inspected and maintained according to <br />manufacturer specifications. <br />● Carbon filters and exhaust components are replaced on a routine schedule or immediately if <br />performance degrades. <br />● Any off-site odor complaint or compliance issue triggers immediate corrective action and, if <br />required, notification to appropriate local authorities. <br />● Odor logs, maintenance records, waste tracking documentation, and security logs are maintained <br />on site. <br />Performance Statement <br />The licensee commits to operating this cannabis retail, cultivation, and manufacturing facility in a manner <br />that: <br />● Prevents detectable cannabis odor beyond the building exterior <br />● Manages cannabis waste in full compliance with Minnesota statutes and Office of Cannabis <br />Management rules <br />● Integrates security and operational controls to prevent diversion and protect public health and <br />safety <br />
