3 <br /> <br /> <br />20. The applicant shall comply with all recommendations from the Hugo Fire <br />Department and the Washington County Sheriff’s Office regarding security and <br />safety. <br />21. Weather conditions will be monitored during the event, and delays or cancellations <br />will be determined based on the recommendations of medical, security, and/or police <br />staff. <br />22. Vehicle access to all areas of the event shall be maintained for emergency response <br />purposes. <br />23. Garbage receptacles will be regularly emptied, and the event site, streets, and <br />parking areas will be kept clear of debris. <br />24. No alcohol may be brought onto or removed from the site. <br />After the Event <br />25. All affected wetland areas will be restored. <br />26. All garbage shall be removed from the event property, streets, and parking areas and <br />properly disposed of at the close of the event. <br />27. All temporary structures placed on the event property specifically for the Tough <br />Mudder event shall be removed no later than the end of the day on June 30, 2026. <br />28. All signage visible from a public street will be removed immediately following the <br />close of the event. <br />4. CONCLUSION/RECOMMENDATION: <br />Staff has worked with the event organizers, who have agreed to the above requirements. <br />Staff believes that, although there may be minor traffic delays, the event is well organized <br />and can be held with minimal impact on the health, safety, and welfare of Hugo residents <br />and visitors. Staff recommends that the Council approve the Special Event Permit for <br />Tough Mudder, subject to the application materials and the conditions outlined in this <br />memorandum. <br />Minor changes to this permit may be approved by City staff. Changes deemed <br />significant by staff will require Council review and approval. <br />This permit was approved by the City Council on June 1, 2026. <br /> <br /> <br />City Clerk Signature <br />
