Spheros Environmental | www.spherosenv.com | Page 2 <br /> <br /> <br /> Conduct well and aquifer vulnerability assessments; <br /> Complete the final report and deliverable requirements; and, <br /> Attend Project meetings virtually. <br />The Project approach is based on our Project team’s familiarity with the MDH requirements, and <br />staff who have completed more than 40 Part 1 WHP Plan projects in Minnesota, and conducted <br />hydrogeologic assessments of the Ordovician-age Prairie du Chien and Cambrian-age Jordan <br />Sandstone aquifer that the City’s wells are completed in. Spheros has compiled and reviewed the <br />following information, which provided the basis for our Project approach: the MDH Scoping <br />Decision Notice, well logs from the MWI Database, maps from the Minnesota Department of <br />Natural Resources (MDNR) and Minnesota Geological Survey (MGS) Washington County <br />Hydrogeologic Atlases, MetroModel 3 (MM3) groundwater model, USGS’ and DNR’s Northeast <br />Metro groundwater modeling, communication with MDH staff, and the previous 2013 Part 1 <br />WHP Plan completed by our Project team. <br />A successful Part 1 WHP Plan is developed through a comprehensive analysis and evaluation of <br />existing data and new data obtained by performing a number of tasks. Spheros will approach <br />the Project by completing the proposed tasks in an efficient and cost-effective manner that <br />addresses the specific aspects of the wellfield and meets the requirements of the MDH and MR <br />4720.5100 to 4720.5590. <br />The ultimate goal of the WHP Plan is to ensure that the aquifer utilized by the City is protected <br />as the current and future water sources. The first phase of this process is to delineate the <br />WHPAs. This is done by characterizing the local hydrogeology, developing/updating a site- <br />specific conceptual hydrogeologic model, delineating the 1-, 5-, and 10-year times-of-travel <br />(capture zones) used to delineate the WHPAs for all City wells, completing a fracture flow <br />analysis, assessing the need for a surface water capture area or conjunctive delineation, and <br />assessing the vulnerability of the wells and the aquifer(s) within the delineated DWSMA. The <br />need for a surface water delineation will be evaluated given the source aquifer and vulnerability; <br />therefore, costs for a conjunctive delineation are included in this proposal. <br />To begin the WHPA delineation process, initial collection of the data elements that will be <br />outlined in the scoping meeting notes will be completed. Typically, most of this information is <br />available through the public domain. <br />Using the assembled data, Spheros will make a general evaluation of these criteria and build <br />upon existing information to refine the existing conceptual hydrogeologic model that is specific <br />to the City and surrounding area.
