<br /> <br /> <br /> Created: 2025-05-22 16:40:52 [EST] <br />(Supp. No. 36) <br /> <br />Page 120 of 198 <br />(b) Essential services shall be permitted in any zoning district of the city by permit issued by the city engineer. <br />(c) Essential government services must comply with all state, federal, and local rules and regulations pertaining <br />to their construction, maintenance, and operation. <br />(d) Performance standards. <br />(1) Except for electrical lines, phone lines, cable television lines, gas lines, and similar linear facilities, all <br />essential public services in the agricultural, rural residential, and long-term agricultural districts shall be <br />located on parcels of land at least one acre in size. In all other zoning districts, parcels of land used for <br />essential services must be at least 1½ times the minimum lot size required in the zoning district. <br />(2) Notwithstanding the prohibition against two or more uses on any individual parcel, utility substations <br />and communications antennas permitted by this chapter shall be allowed by lease; however, the lot <br />shall be large enough so that all structures and facilities comply with the required setbacks for the <br />zoning district. <br />(3) The site shall be landscaped and maintained in accordance with section 90-236. Screening is required <br />for all above-grade lift stations, pump stations, substations, and similar structures not located within a <br />building. <br />(4) Buildings and structures shall be constructed to resemble in size, color, appearance, and shape the <br />other structures in the zoning district. <br />(5) Facilities and equipment shall be removed within six months of their becoming unnecessary. <br />(e) Essential public services located in the floodplain district shall be constructed in accordance with section 90- <br />138, and floodproofed in accordance with the state building code or elevated above the regulatory flood <br />protection elevation. Railroads and service roads may be constructed at an elevation below the regulatory <br />flood protection elevation where failure or interruption of the transportation services would not endanger <br />the public health or safety, or delay access to critical facilities in times of emergency. <br />(f) Wherever feasible, all electrical, cable television, phone lines and similar facilities located in the urban <br />development area shall be built underground. Services to all new development shall be built underground. <br />All services built or replaced parallel to and within 500 feet of Forest Boulevard, County Road 8, and County <br />Road 4 shall be constructed underground. All services built or replaced crossing Forest Boulevard, County <br />Road 8, and County Road 4 shall be built underground for 500 feet on either side of the roadway. <br />(Prior Code, § 1195-230.1, § 90-223) <br />Sec. 90-223. Exterior storage. <br />(a) It is unlawful for any person to use a property for exterior storage, except in conformance with this chapter. <br />(b) Exterior storage shall meet all yard setback requirements. <br />(c) The exterior storage area may not take up parking or loading spaces as required for the principal use in <br />section 90-252. <br />(d) All exterior storage must be on dust-controlled hard surface that is either blacktop or concrete surfaced <br />unless approved by the city council. <br />(e) Exterior storage of farm materials and products is a permitted accessory use in the agricultural and long-term <br />agricultural districts on all parcels of property, and in the rural residential district on parcels of land <br />exceeding ten acres in size. <br />(f) Exterior storage areas shall be fenced and screened from adjacent property and public right-of-way.
