Adequate snow storage space shall be provided to maintain the minimum number of parking <br />spaces in the winter months. If excessive snow cannot be stored on site, while maintaining the <br />minimum number of parking spaces required, the property owner shall remove the snow from <br />the site. <br />j. Driveway turnarounds may be required by the city engineer, where necessary, to avoid <br />interference with traffic flow on any public street. <br />k. Parking ramps and related facilities may be exempted from the strict provisions of this section if <br />approved by the city engineer. <br />(2) Landscaping. <br />a. All open, off-street parking areas of five or more spaces shall be landscaped in accordance with <br />section 90-236. <br />(3) Lighting. <br />a. Exterior lighting shall be directed down and shielded (downcast cut-off fixture) from adjacent <br />properties and roadways and shall be in accordance with section 90-238. <br />b. The maximum height of parking lot lighting adjacent to or within residential areas shall be 20 <br />feet. <br />(e) Number of spaces required. <br />(1) In calculating parking space requirements, the following rules shall apply: <br />a. When determining the number of off-street parking spaces results in a fraction, each fraction <br />shall constitute another space. <br />b. In facilities where patrons or spectators occupy benches, pews, or similar seating facilities, each <br />24 inches of such seating facilities shall be counted as one seat for the purposes of determining <br />parking requirements. <br />c. For structures containing two or more types of uses, the parking requirements shall be <br />determined independently, and combined to determine the total off-street parking spaces <br />required. <br />d. On-street parking shall not be used when calculating the number of parking spaces required for a <br />use, unless approved by the city council. <br />(2) The minimum number of parking spaces designated in the following table shall be provided for the use <br />specified, unless the property is part of a shared parking system or a variance is granted by the city <br />council. Fractions over one-half shall be counted as one additional space. The parking spaces shall be <br />evaluated in accordance with this section in any zoning district whenever a new use is established or <br />existing use is enlarged and approved by the community development director or designee, to <br />determine if parking constraints will require additional parking spaces. <br />Use Parking Spaces per Use <br />* Gross floor area <br />Retail sales businesses, <br />Convenience stores and gas stations <br />Personal and professional services, excluding clinics <br />and office buildings <br />Commercial daycares <br />1 parking space per each 250 square feet of gross floor <br />area
