Such delayed <br />construction of parking may be permitted only after the city council is satisfied that the initial <br />occupancy of the premises will be adequately served by the lesser number of parking spaces and only <br />after approval of a final development plan clearly indicating the location, design, traffic circulation, and <br />other development requirements of the deferred parking. The land area shall be delineated for future <br />parking and shall be brought to finish grade and landscaped, and shall not be used for building, storage, <br />loading or other purposes. <br />a. The applicant shall enter into a development agreement or other agreement approved by the city <br />council, to be recorded against the property, which includes a clause requiring the owner to <br />install the additional parking spaces, upon a finding of the community development director or <br />designee that such additional parking spaces are necessary to accommodate the use. <br />(5) Parking facilities for a combination of buildings, structures, or uses may be provided collectively in any <br />zoning district provided that the total number of spaces provided shall equal the sum of the separate <br />requirements of each use.
